He was born in 1962 in Kapkitony, Elgeyo Marakwet, but he later grew up in the Ainabkoi Scheme in Uasin Gishu County.

Joseph Boinnet Education Background
Joseph attended Kipkabus Secondary School but later joined Baringo High School for A-Level between 1980-1981.
Boinnet holds two bachelor’s degrees in international studies and diplomacy from Washington International University and the University of Malta.

Additionally, he also holds two master’s degrees in National Security Policy from the Australian University and Diplomatic Studies from the University of Westminster in Britain.
Currently, he is undertaking a Leadership course at Harvard’s Kennedy School.
Career Background
His career began in 1984 when he joined the police force and rose in the ranks to become senior superintendent before joining the National Intelligence Service in 1998.
He was appointed as the Deputy National Security Advisor by President William Ruto in 2013.
Before that, he worked as the Inspector General (IG) of the police in 2014, replacing David Kamaiyo.
The Inspector General served in the National Police Service of Kenya from 2015 to 2019, with over 38 years of experience in public service.
From 2019-2022, served as the Chief Administrative Secretary of the Ministry of Tourism and Wildlife, assisting the Cabinet Secretary in the efforts to conserve the Country’s wildlife.
Additionally, he served as a deck officer in Kenyan missions at Harare, Zimbabwe, and Italy before he became head of protocol in the Ministry of Foreign Affairs.

His net worth has not been disclosed. However, upon his exit from the position of Inspector General, he was given a gratuity of Ksh 6.56 million.
Additionally, he earned a gross salary of Ksh 35.3 million during his tenure as an IG.
