Joyce Kemunto is a Kenyan Human Resource Manager who was shortlisted for the position of member of the Independent Electoral and Boundaries Commission (IEBC).

Joyce Kemunto Academic Qualifications
Joyce holds a PhD in Business Administration (Human Resource Management) from Kabarak University, where he graduated in 2017. She also earned a Postgraduate Diploma in Strategic and Security Studies from the University of Nairobi in 2015.
Her academic journey includes a Master of Business Administration (Honours Degree) from the Catholic University of Eastern Africa in 2009.
In 2001, she completed a Postgraduate Diploma in Human Resource Management from GTI.
Joyce began her academic career with a Bachelor of Arts Honours Degree from the University of Nairobi in 1987.
Career Background
Kemunto worked as the Commissioner at the Public Service Commission from 2019 to 2025. She also served as the Chief Editor of the National Intelligence Academy Journal from 2016 to 2019.
Joyce has worked as a Trainer and Instructor at the National Intelligence Academy from 2013 to 2018.
From 2008 to 2012, she worked as a Deputy Director, Human Resource Management & Development at the National Intelligence Service.
