The Ethics and Anti-Corruption Commission (EACC) has cleared former Communications Authority Director General, Ezra Chiloba of the Ksh662 million graft Case that led to his suspension.
In a statement dated April 4, the commission stated that there was insufficient evidence to support the allegation against Ezra Chiloba and other officials of the Communications Authority (CA).
“The investigation established that there was insufficient evidence to support the allegation against Ezra Chiloba and other officials of the Authority. This is therefore to bring to your attention that the matter was closed with no further action pursuant to Section 25A of the ACECA of 2003,” indicated EACC.
Further, EACC recommended the Communication Authority to review its Human Resource Policy and Procedure Manual dated February 2023.

EACC Case and Chiloba Suspension from CA
On September 18, the CA in a memo signed by Chairperson Mary Mungai announced the immediate suspension of Chiloba pending investigations into the case.
He was linked to the mismanagement of the Ksh662.4 million Staff Mortgage Scheme at the authority.
Further, a special audit done by the authority revealed defaults to the tune of Ksh28.9 million for mortgages approved and granted without consideration of the contract term.
Additionally, Chiloba was accused of refinancing mortgages of Ksh364.8 million for staff who lacked evidence of the upgrades and or improvements for their purchased or constructed houses.
Also, the board revealed an understatement of loan balances of the authority’s former staff and inadequate approvals of Architectural Plans or Designs for Construction Mortgage Facility, therefore exposing the authority to abuse of the facility and financial risk.
The report also indicated that Chiloba failed to undertake a timely Mortgage Insurance Protection Advance for the property.

Chiloba Resigns and New Appointment
However, on Wednesday, October 18, 2023, Chiloba sent in his resignation from the Communications Authority.
In the statement, CA Board Chairperson Mary Mungai expressed the authority’s gratitude to Chiloba for his service in his tenure.
“The Board of Directors of the Communications Authority of Kenya (CA) has this morning, 19th October 2023, accepted the resignation of Mr. Ezra Chiloba as the Director General.”
“On behalf of the Authority, I wish the outgoing Director General success in his future endeavors and appreciate his invaluable contribution to the organization and the wider ICT sector,” said the CA Board Chairperson.
Later, on March 8, 2024, President William Ruto appointed Ezra Chiloba as the Consul General for the State of Los Angeles in the United States of America (USA).
The appointment was made in a dispatch released by the Head of Public Service Felix Koskei on Friday, March 8, 2024.
