A public participation meeting on the 2026/2027 national budget was disrupted after suspected goons stormed the event at All Saints Cathedral, causing panic among participants.
The meeting, organized by the Kenya Human Rights Commission (KHRC) on June 12, was in progress when the group forced their way into the venue, interrupting discussions.
Witnesses said the individuals attempted to snatch mobile phones from attendees, creating fear and confusion as the situation escalated.
Police officers intervened to restore order, firing warning shots into the air to disperse the group and push them out of the premises.
Authorities confirmed that one suspect was arrested in connection with the disruption.
KHRC Condemns Disruption, Vows to Continue Budget Scrutiny
The Kenya Human Rights Commission (KHRC) condemned the disruption of its public participation forum, describing the incident as a deliberate attempt to intimidate participants and undermine civic engagement.

In a statement, the commission alleged that the individuals who stormed the meeting were state-sponsored and sent to disrupt discussions on the 2026/2027 national budget.
KHRC further claimed that one of the suspects arrested during the chaos told authorities he had been sent by a government official.
The organization also reported losses during the disruption, noting that some valuables, including a mobile phone, were stolen as the situation escalated and attendees tried to protect themselves.
The commission, alongside other civil society organizations present at the meeting, mentioned its commitment to scrutinizing the national budget and ensuring that public resources are allocated in a manner that reflects the needs and priorities of citizens.
It emphasized that public participation forums remain a critical platform for holding institutions accountable and giving citizens a voice in national decision-making processes.
“We condemn this act of intimidation and assert that it will not deter us from scrutinizing the budget. We will continue to demand that it puts the interests of the people at the centre,” the statement read.
Armed Goons Attack KHRC Offices Ahead of Saba Saba Protests
Armed goons stormed the offices of the Kenya Human Rights Commission (KHRC) in Nairobi, where a press conference by a group of Kenyan mothers was scheduled to take place in July 2025.

According to a KHRC statement on July 6, the women were scheduled to hold a press conference ahead of the Saba Saba protests.
Further, the commission noted that the attackers disrupted preparations for the event, which was set to begin at 1:30 PM at KHRC headquarters.
The offices are located on 849 Amboseli Road, off Gitanga Road.
The event was organized by mothers demanding justice for their children who have faced arbitrary arrests, enforced disappearances, and extrajudicial killings for participating in recent street demonstrations.
“Armed goons have attacked offices of the Kenya Human Rights Commission where a press conference was due to be held this afternoon by Kenyan mothers on the eve of Saba Saba,” a statement from the Women’s Collective Kenya read in part.
Moreover, the mothers were expected to issue a joint statement calling for an immediate end to state-linked violence and suppression of protestors ahead of the Saba Saba demonstrations planned for Monday, July 7.
