The Commission for University Education (CUE) has released an official list of 20 student recruitment agencies operating illegally in Kenya, cautioning students, parents, and guardians against engaging unlicensed agents and unrecognized institutions.
In a public notice on January 20, CUE warned that any institution operating as a university or degree‑awarding body that does not appear on the Commission’s list of approved institutions is illegal, and that degrees awarded by such institutions will not be recognized in Kenya.
The Commission said the directive applies to both local and foreign institutions presented to students by recruitment agents.
The listed agencies were found to be recruiting students without accreditation or operating outside the regulatory framework governing international education placement.

CUE Regulations
The full list, according to Mike Kuria, the Commission’s Secretary and Chief Executive Officer, is intended to protect learners and restore integrity in the international education placement process. The government reiterated that all student recruitment agencies must be duly registered, vetted, and licensed before operating.
Students intending to study abroad have been advised to verify recruiters through official government channels before making payments or sharing personal documents.
CUE officials said enforcement measures would be intensified against illegal operators, including the closure of offices and possible prosecution.
Parents and guardians were urged to remain vigilant as the demand for overseas education continues to grow, making students vulnerable to fake agents.

Illegal student recruitment has been a growing concern in Kenya, particularly in higher education and overseas study placements.

It involves unlicensed or fraudulent agents misleading students and parents with false promises of university admission, scholarships, or guaranteed visas—often resulting in financial loss and unrecognized qualifications.
Illegal recruiters often promise guaranteed university admission or visas, charge high upfront “processing” fees, issue fake offer letters, and link students to unaccredited institutions.
Many advertise aggressively on social media, hide license details, operate from temporary offices, and disappear once payments are made.
Thousands of parents have lost millions of shillings through such schemes, especially in placements to Europe, Asia, and North America.
