The government has announced that all State-owned vehicles will be fitted with tracking devices as part of a nationwide digital overhaul aimed at improving accountability, curbing misuse and strengthening the management of public assets.
Chief of Staff and Head of the Public Service Felix Koskei said the move forms part of the government’s broader digitization agenda and will be implemented through the Government Vehicle Management System (GVMS), a centralized digital platform designed to provide real-time oversight of the country’s entire government fleet.
Speaking after chairing a consultative meeting with representatives from the Executive, Parliament, the Judiciary and security agencies, Felix Koskei said the reforms aim to address longstanding challenges in the management of government vehicles.
He noted that the misuse of government registration plates, gaps in fuel and mileage records, and the failure to account for donor-funded vehicles after the completion of projects have undermined accountability and efficient service delivery.
“Every shilling spent on fuel, insurance, maintenance and vehicle replacement belongs to the taxpayer and must support the delivery of services to wananchi,” Koskei said.
According to the Chief of Staff, the GVMS will enable the government to monitor every government vehicle, its authorized driver, fuel consumption, mileage and maintenance history from a single digital platform.

He added that the government is also establishing a comprehensive and verified database of all vehicles owned by Ministries, Departments, Agencies and county governments. The information will be validated to create a single authoritative record of the national government fleet.
According to Koskei, the system will be implemented with safeguards to protect data integrity, transparency and cybersecurity.
As part of the reforms, every government vehicle will be fitted with a tracking device in line with existing government protocols.
“At the centre of these reforms is the Government Vehicle Management System (GVMS), a centralized digital platform that will provide real-time oversight of every Government vehicle, its authorized driver, fuel consumption, mileage and maintenance history,” stated Koskei.
However, Koskei stressed that technology alone would not guarantee accountability, urging public officers entrusted with government vehicles to exercise discipline and ensure the assets are used for public service.

Builds on 2025 Government Vehicle Audit
The latest government reforms follow a nationwide audit of government vehicles ordered by the National Treasury in 2025 to improve accountability, strengthen asset management and prevent misuse of public resources.
The audit required all Ministries, Departments and Agencies (MDAs), constitutional commissions, independent offices and other public institutions to verify their vehicle fleets and submit detailed information on each vehicle. This included registration and engine numbers, ownership documents, insurance status, physical location, assigned users and the vehicle’s condition.
The exercise also covered vehicles purchased through donor-funded projects. Institutions were required to account for such vehicles after the completion of externally funded programmes.
According to the Treasury, the audit aimed to create an accurate inventory of all government vehicles, identify gaps in official records and confirm that public assets were being used for official purposes.
The verification further sought to identify old, damaged or unused vehicles that had not been disposed of according to government regulations.
The findings were expected to inform improvements in government fleet management and promote transparency, accountability and responsible use of public resources.
