Public Service Vehicle (PSV) drivers in Kenya are required by law to hold a PSV badge and license to operate. The National Transport and Safety Authority (NTSA) has made it easier for drivers to apply for these documents through the Transport Integrated Management System (TIMS) portal.
The process begins with creating or logging into a TIMS account. Drivers can access the platform through the NTSA website using their ID number, phone number, and password. First-time users are required to register and activate their accounts before proceeding.
How to apply
Once logged in, drivers should navigate to the “Driving Licence” section and select the “Apply for PSV Badge” option.
The system will prompt applicants to provide personal details such as their National ID, driving licence number, and recent passport photo.
Applicants must also upload supporting documents, including a certificate of good conduct from the Directorate of Criminal Investigations (DCI) and a valid medical certificate.
Requirements
Compulsory copies to be attached include:
- Certificate of Good Conduct
- Medical certificate (Form 19)
- National ID (front and back)
- Driving Licence
- Passport photo
A key requirement for PSV licensing is the possession of a valid driving licence of the correct class, usually Class A, B, C, or E, depending on the type of vehicle.
Drivers must also have undergone a PSV training course in an NTSA-approved driving school before submitting their application.
After filling in all details, applicants are required to make the necessary payments through mobile money services such as M-Pesa.
Payment and submission
The cost of applying for a PSV badge and license varies depending on the category of vehicles.
Once payment is confirmed, the system generates an acknowledgement receipt, which should be kept for reference.

The application is then reviewed by NTSA officers. If all requirements are met, the PSV badge and license are processed.
Drivers can later collect the physical badge and licence from the selected NTSA office.
Relevance
The PSV badge is an important identification document that shows a driver has been vetted and cleared to operate in the public transport sector. It is mandatory for drivers of matatus, taxis, buses, and other commercial passenger vehicles.
NTSA has encouraged PSV operators to use the TIMS system as it reduces paperwork and speeds up service delivery.
The authority also conducts regular verification exercises to ensure that only qualified and licensed drivers are on Kenyan roads.

Failure to acquire a valid PSV badge and licence attracts penalties, including fines and withdrawal of operating rights.
Drivers are therefore advised to complete the application process early and renew their badges when required.
With NTSA’s digitised services, the application process for PSV badges and licences is now more accessible, transparent, and convenient for drivers across the country.
