The World Bank has appointed Qimiao Fan as the new Country Director for Kenya, Rwanda, Somalia, and Uganda, effective September 1, 2024.
Fan will take over Keith Hansen who has held the post since September of 2020.
The new director will oversee the design and implementation of the World Bank’s support program to the four countries that has an active portfolio consisting of 102 projects totaling $17.2 billion (Ksh 2,205,900,000,000).
Prior to his appointment Qimiao Fan was serving as Director of Strategy and Operations in the Office of the World Bank’s Managing Director of Development Policy and Partnerships, a position he has held since March 2020 in the US.
Previously he held a similar role for the Equitable Growth, Finance, and Institutions Practice Group.
Qimiao Fan Career at World Bank
A Chinese national, Fan joined the World Bank in 1991 and has since held leadership positions in various countries and regions around the world. These include:
Director of Strategy & Operations, Equitable Growth, Finance and Institutions Vice Presidency from February 2019 to June 2020).
Country Director for Bangladesh, Bhutan, and Nepal (July 2016 – February 2019), in Bangladesh, South Asia Region.

He also served as Country Director for Bangladesh, Belarus, Bhutan, Moldova, Nepal, and Ukraine (March 2016 – June 2016) in Bangladesh and Ukraine.
Country Director for Belarus, Moldova, and Ukraine (February 2012 – February 2016) in Ukraine in the Europe and Central Asia Region.
Country Manager (September 2008 – January 2012) in Cambodia in the East Asia and Pacific Region.
Senior/Lead Economist and Programme Leader (February 2003 – August 2008, 5 years and 7 months) in the Washington, D.C. Metro Area.
Furthermore, he served as a senior economist (October 2002 – January 2003) in the Washington, D.C. Metro Area.
After Fan joined World Bank, he worked as an economist/senior economist from October 1991 to December 1997 at Washington D.C. Metro Area.
He later took a leave from the World Bank and worked as a senior executive including as a CEO and a vice chairman of the board in the private sector in China for a number of years.

He held the position of an Executive Director and Chief Operating Officer at HC International from Jan 2000 – Sep 2002 in Beijing City, China.
Between July 1998 and December 2000, Fan worked as a Vice Chairman of the Board and Chief Executive Officer at Tintic Trust and Investment Company in Beijing City, China.
Additionally, he held the position of Vice President at UBS Securities (East Asia) Limited from January 1998 to June 1998 (6 months) in Hong Kong.

Qimiao Fan also worked as a research fellow at The London School of Economics and Political Science (LSE) from January 1988 to September 1991 in London, United Kingdom.
He worked as a Researcher at Jiangxi University of Finance and Economics from July 1982 to September 1984 in Nanchang, Jiangxi, China.
The new Director holds a Ph.D. in Economics from the University of Birmingham (1984-1987) and a Bachelor of Arts (B.A.) in Banking and Finance from Jiangxi University of Finance and Economics.
He has published on topics related to investment climate, private sector development, finance, and transition economies.
