Kenya’s Chief of the Defence Forces (CDF) Charles Kahariri held bilateral talks with General Michael Langley, Commander of the United States Africa Command (US AFRICOM).
The meeting was held at the command’s headquarters in Stuttgart, Germany, on August 14, 2025.
Their discussions focused on peace, stability, and security in the Horn of Africa and its maritime domains.
“The meeting reaffirmed the enduring strategic partnership between Kenya and the United States in advancing peace, stability, and security across the Horn of Africa and its maritime domains,” read a statement by the Kenya Defense Forces.

Additionally, General Langley acknowledged the role of the Kenya Defence Forces (KDF) in peace support operations in Somalia and noted their contribution to regional security.
At the same time, General Kahariri raised concerns over the recent drawdown of troops under the African Union Support Mission in Somalia (AUSSOM), warning that it could reverse progress made in the country.

He noted that while some Troop Contributing Countries, including Kenya, have made bilateral arrangements with Somalia to bridge the gap, such measures are unsustainable without stronger international support.
Kahariri also urged the global community to renew and strengthen its commitment to the Somali peace process and broader Horn of Africa stability efforts.

Signing of Joint Communiqué
Moreover, the two leaders released the first Joint Communiqué from the African Chiefs of Defence Conference (ACHOD), signed by 38 African delegations during ACHOD 2025 in Nairobi.
The communiqué outlined five priority areas:
- Renewal and expansion of security partnerships across Africa and globally by enhancing coordination among regional organizations, civil society, the private sector, academia, and communities.
- A common vision for security with shared resolve toward implementation that is standardizing doctrine, expanding information sharing, and revitalizing multilateral cooperation.
- Inspiring innovation against emerging threats by leveraging technology to counter cyberattacks, environmental challenges, and disruptive tactics.
- Strengthening defence institutions by professionalizing forces, enhancing multiagency operations, and reinforcing civil-military relations.
- Promoting African leadership in securing the continent: Advancing African-led, whole-of-society approaches with targeted partner support.
The Joint Communiqué will guide military engagement, innovation, and institutional reforms over the next year, providing a framework for measuring progress at ACHOD 2026.
In his remarks, General Kahariri said the communique identifies key areas where the US and Kenya must act.
“This communiqué focuses our collective energy. It identifies where we must act and where we can lead together,” the Kenyan Chief of deefense Forces said.
On his part, General Langley noted that the communique was “more than a record of what was discussed.”
Gen. Langley added, “It is a shared commitment to move forward together, build on progress, and deliver results that strengthen security across Africa.”
