Government Announces New Leaders in Education, Health and Irrigation Sectors

Education Cabinet Secretary Julius Migos Ogamba and Health Cabinet Secretary Aden Duale have announced a series of appointments and reappointments to key government boards and councils in the education and health sectors.

In a gazette notice dated July 17, new leaders appointed by the government were announced in the education, health, and the National Irrigation Authority under the Ministry of Water, Sanitation and Irrigation.

CS Julius Ogamba on TVET and KICD Council Leadership

In the education sector, CS Julius Ogamba reappointed Prof. Ahmed Kibet Ferej as the non-executive chairperson of the Technical and Vocational Education and Training (TVET) Curriculum Development, Assessment and Certification Council for another three-year term, effective July 17, 2026.

“In exercise of the powers conferred by section 46 (1) of the Technical and Vocational Education and Training Act, Non-Executive Chairperson and Members of the Technical and Vocational Education and Training Curriculum Development, Assessment and Certification Council, for a period of three (3) years,” the gazette notice directed.

In addition, Julius Ogamba reappointed to the council are Dr. Mercy Wanjiru Mwaniki, Loice Chelagat Kutoh Yator, Rachel N. Kimani, Florence Atieno Suji, Architect Wambua Nyamai, and Dr. Joseph Kaberia Arimba.

Further, Ogamba announced changes at the Kenya Institute of Curriculum Development (KICD), with Prof. Andrew Rasugu Otachi Riechi and Kibiwott Munge reappointed as members of the KICD Governing Council for a further three-year term beginning July 17, 2026.

In addition, Margaret Njaggah was appointed to the council.

Education Sector Financial Allocation

The appointment and reappointment of the board members at the TVET and KICD by CS Julius Ogamba come as the National Treasury issues a statement on actual revenues and the net exchequer in the education sector.

According to the National Treasury, the basic education department has a recurrent exchequer issue of KSH 112.8 billion, while the higher education and research have KSh 100.5 billion.

On the other hand, the vocational and technical training education department recorded a recurrent issue of KSh 21.5 billion. At the same time, the Teachers Service Commission (TSC) had a recurrent exchequer issue of KSh 409.5 billion.

Additionally, the State Department for Science, Innovation and Research received recurrent exchequer issues of KSh 853.37 million.

Beyond recurrent expenditure, the education sector also received significant funding for development projects.

Basic Education was allocated KSh 13.8 billion, while the Higher Education and Research received KSh 4.8 billion.

Additionally, the Vocational and Technical Training was allocated KSh 2.3 billion for development initiatives.

The Teachers Service Commission (TSC) received approximately KSh 394.5 million to support its development programs and institutional improvements.

Duale Names New Health Sector Officials

In the health sector, Aden Duale appointed four members to the Council of the Kenya Nutritionists and Dietitians Institute.

The appointees include Judith Adhiambo Kobe, Dr. Patriciah Mbogoh, Sylvester Ndori and Abdullahi Siyad Adan, who will serve for a period of three years.

Duale also appointed a new leadership team to the Public Health Officers and Technicians Council. Naming Ahmed Salat Fankey as a non-executive chairperson, while Emily Kirui, Abubakar Jirow, Michael Gillo, Joseph Kilel, James Odera, Halima Gababa, Catherine Kimani, Omar Sigomba, Gertrude Rapongo and Lukas Lokwae Edete were appointed as council members.

Further, Duale appointed Dr. Charles Jakait Sangalo as a member of the Kenya Medical Practitioners and Dentists Council for a three-year term.

Irrigation Authority Board Reconstituted

In the irrigation sector, Water, Sanitation and Irrigation Cabinet Secretary

reappointed Mary Kanana Mwiti and Ubah Kahiye as members of the Board of Directors of the National Irrigation Authority for a further three-year term beginning July 20, 2026.

Mugaa also appointed Gilbert Bwire Wangalwa as a new member of the board for the same period.
