Millicent Omanga Sets Record Straight on Landing New Job in Ruto Govt

Former nominated Senator Millicent Omanga has clarified that she is not the person appointed to the Board of Visitors of Shikusa Borstal Institution, despite a similarly named individual appearing in a recent government Gazette Notice.

According to Omanga, her full name is Millicent Nyaboke Omanga, clarifying that she is not the individual identified in the Gazette as Millicent Kerubo Omanga.

“Kwa majina yangu kamili ni Millicent NYABOKE Omanga ….. wale wa porojo poleni,” Omanga said in a statement dated September 19.

The clarification followed the publication of Gazette Notice No. 15003, dated August 26, 2026.

In the notice, Interior and National Administration Cabinet Secretary Kipchumba Murkomen announced the appointment of 10 people to the Board of Visitors of Shikusa Borstal Institution.

The notice lists Millicent Kerubo Omanga among the appointed members.

Other appointees included Simon Barasa Muhindi, Masimbakosi Kusille Chimwani, Canon Mudy J. Peter, Moses Juma Pata, Peter Salik Kalwale, Peter Mwombe Juma, Sylvia Kwamboka Morwabe, Margaret Nasimiyu Mwonyonyo and Margaret Nanzala Wambia.

According to the Gazette Notice, the appointments were made under Section 20(1) of the Borstal Institutions Act and took effect on August 14, 2026, for a three-year term.

Shikusa Board of Visitors

The appointments, made under Section 20(1) of the Borstal Institutions Act, took effect on August 14, 2026, according to the Gazette Notice.

“In exercise of the powers conferred by section 20(1) of the Borstal Institutions Act, the Cabinet Secretary for Interior and National Administration appoints members of the Board of Visitors of the Shikusa Borstal Institution for the period of three (3) years, with effect from the 14th August 2026,” part of the Gazette notice read.

According to the notice, the Board of Visitors is separate from the day-to-day administration of Shikusa Borstal Institution.

Its responsibilities include visiting the institution and examining matters concerning the treatment and welfare of inmates.

Under the Act, the board also establishes an After-Care Committee from among its members.

The committee must visit the institution regularly, hear inmates’ complaints, examine disciplinary records, and raise with the superintendent issues affecting inmates or staff.

Who is Millicent Omanga

Millicent Nyaboke Omanga, popularly known as Millicent Omanga or “Mama Miradi,” is a Kenyan businesswoman and politician who served as a nominated senator from 2017 to 2022.

Born on May 30, 1982, in Kiamokama, Kisii County, Omanga is the firstborn of seven daughters.

Later, Millicent Omanga moved with her family to the Rongai area after the death of her father, who worked as a mechanic with the Postal Corporation of Kenya.

Omanga began her business journey through small-scale trading before establishing Milways Enterprises. Her entrepreneurial background earned her the nickname “Mama Miradi.”

She was appointed to the KenGen board around 2013 and later served as a nominated Senator under the Jubilee Party.

Later, she unsuccessfully contested the Nairobi Woman Representative seat in 2017 and 2022.

Omanga was later associated with the UDA party and served on the Kenya Shipyards Limited Board before her appointment was revoked in 2026.

She subsequently joined the Democracy for the Citizens Party (DCP).

On February 6, Omanga announced that she will vie for the Nairobi Woman Representative seat in the 2027 General Election.
