Mudavadi Makes Three Diplomatic Appointments

One of the appointed members is a senior lecturer at the Institute of Diplomacy and International Studies at UoN.

Prime Cabinet Secretary (PCS) Musalia Mudavadi has appointed members of the Council of the Foreign Service Academy.

In a gazette notice dated August 8, 2024, PCS Mudavadi appointed Dr. Patrick Muthengi Maluki, Beatrice Kituyi, and Dr Kenneth Wyne Mutuma as the new members for a period of three years.

“IN EXERCISE of the powers conferred by section 30 (1) of the Foreign Service Act, the Cabinet Secretary for Foreign and Diaspora Affairs appoints-Under paragraph (a)-Patrick Muthengi Maluki (Dr.) Under paragraph (d)- Beatrice Kituyi, Kenneth Wyne Mutuma (Dr.). Patrick Muthengi Maluki (Dr.) to be members of the Council to the Foreign Service Academy, for a period of three (3) years, with effect from the 9th August, 2024,” read part of the notice.

State Department of Foreign Affairs Principal Secretary (PS) Dr. Korir Sing’oei made the announcement about the appointments, noting that they appointments are a milestone in Kenya’s efforts at building a robust foreign service.

“The Council of the Foreign Service Academy gazetted. This is a milestone in our efforts at building a robust foreign service capable of advancing Kenya’s national interests in diplomatic arenas,” said Sing’oei.

Mudavadi Announces Job Openings

The appointments come after successful interviews of applicants who applied for positions for members of the foreign service academy council advertised by Mudavadi’s office.

Among the requirements for appointment listed in the job vacancy postings included a post graduate degree from a recognized university in any of the listed disciplines.

The listed disciplines included International Relations, Economics, International Law, Social Sciences, or International Diplomacy or a relevant field.

In addition, the candidates needed to have possession of experience, knowledge or expertise in matters relating to Foreign and Diplomatic Service.

Teaching diplomacy or international relations in a university recognized in Kenya was listed as an added advantage for the applicants.

One of the appointed members, Patrick Maluki is an experienced trainer and researcher in Diplomacy, International Conflict Management, International Negotiation, International Mediation, International Political economy, human rights and governance, and peace-building issues.

He is currently a senior lecturer at the Institute of Diplomacy and International Studies, University of Nairobi (UoN).

Maluki has an 18-year training experience in Diplomatic Negotiation and International Mediation at the Institute of Diplomacy and International Studies, International Peace Support Training Centre (IPSTC) and at the National Defence College (NDC).

According to UoN, the new Council of the Foreign Service Academy member is co-chair of Sustainable Development Solutions Network (SDSN-Kenya) and the Chair of the Diplomacy Scholars Association of Kenya.

He holds a PhD in Peace and Conflict Studies from Masinde Muliro University of Science and Technology and a Master of Arts in International Studies from Jawaharlal Nehru University, India. 

Maluki also holds a Bachelor of Education from Moi University which he attained in 1990. 

He will be among the new members joining the Academy which was established through a Cabinet Memorandum 1/2006 as a State Corporation under Cap 446 Laws of Kenya.

According to the Ministry of Foreign Affairs (MFA), the objective of the Academy is to strengthen the Ministry’s human and institutional capacities in policy research, analysis and monitoring the efficacy of Kenya’s Foreign Policy.

The Academy has realized significant milestones, which include collaboration in documentation of Kenya’s diplomatic history; and facilitating the training of MFA’s cohort of Foreign Service Cadets since 2007/8.

The Academy inducted Ambassadors since 2006 and has conducted training for South Sudanese and Somalian Ambassadors.
