The Public Service Commission (PSC) has shortlisted 12 candidates for the position of Chairperson, including former IEBC Commissioner Molu Boya, who served under the late Chair Wafula Chebukati.
In a notice dated Thursday, December 4, 2025, the Commission announced the interview dates.
“Pursuant to Article 233 of the Constitution, alongside Section II of the Public Service Commission Act and Paragraph 3 of the first Schedule to the Act, the Selection Panel for the recruitment of nominees for the appointment of Chairperson of the Public Service Commission received applications from suitably qualified individuals for the position.
A total of 52 applications were received by the close of the advertisement period on November 20, 2025. After careful consideration, the Selection Panel shortlisted the following candidates to appear for interviews on the dates and times indicated against their names,” the notice stated.
Notable candidates on the shortlist include former PSC Commissioner Dr. Reuben Chirchir, Dr. Jane Musangi Mutua, who is currently the Chairperson of the Council for Garissa University, and Amb. Simon Nabukwesi, who previously served as Principal Secretary in the State Department of University Education and Research, as well as Kenya’s High Commissioner to Canada and Ambassador to Cuba.
Molu Boya Among 12 Candidates Shortlisted by PSC
Also shortlisted is Francis Meja, the former Director General of the National Transport and Safety Authority (NTSA). Additional candidates include Ambassador Daniel Waisiko Wambura, the former Kenyan Ambassador to Burundi, and Professor James Tuitoek, the former Vice Chancellor of Egerton University.
Other shortlisted candidates are Simon Pkiyach, Dr. Francis Otieno Owino, Beverly Khasoa Opwora, Mary Kimonye, and Dr. Patrick Omutia.

According to the notice, the shortlisted candidates will be interviewed at the Kenyatta International Convention Centre (KICC), on the Fourth Floor, Boardroom, Nairobi, on the specified dates and times. Candidates are advised to arrive at least 30 minutes before their scheduled interview time.
Documents Required During the Interview
Candidates must bring the originals of the following documents:
- National Identity Card
- Academic and Professional Certificates and Transcripts
- Valid clearances from the following institutions:
– Kenya Revenue Authority (KRA)
– Directorate of Criminal Investigations (Police Clearance)
– A Registered Credit Reference Bureau and Higher Education Loans Board (HELB)
– Self-Declaration Form duly stamped by the Ethics and Anti-Corruption Commission (EACC)
– Letter of recognition of qualifications from the Commission for University Education (CUE) for candidates with degrees from foreign universities
– Any other supporting documents and testimonials.
The PSC further invited members of the public to provide any information regarding any of the shortlisted candidates through affidavits to the Chairperson of the Selection Panel at Harambee House, 9th Floor, Room 306/300, Harambee Avenue, Nairobi, or via email at [email protected], to be received on or before Thursday, December 11, 2025, at 8:00 AM.
Molu Boya Profile
Molu Boya currently serves as a Commissioner of the Public Service Commission (PSC), having been appointed by President William Ruto in 2024.
He previously served as a Commissioner for the Independent Electoral and Boundaries Commission (IEBC) for a full six-year term that ended in January 2023.

His career includes experience as the former Deputy Director of Human Resources & Administration at the Judiciary and as a former Central Banker. In 2007, he ran for the Saboti parliamentary seat under the Orange Democratic Movement (ODM) party, but later distanced himself from active politics to focus on public service.
