The Kenya Urban Roads Authority (KURA) has invited bids for a major infrastructure project along Nairobi’s Outer Ring Road after securing a Ksh 7.6 billion loan from South Korea.
This funding will support the establishment of the Bus Rapid Transit (BRT) Line 5 Project along the Outer Ring Road in Nairobi.

In a notice dated Tuesday, February 11, 2025, the Ministry of Transport announced that the bidding process will be conducted through Competitive Bidding (CB) procedures, as outlined in the Economic Development Cooperation Fund (EDCF) procurement guidelines.
The process is open to all eligible bidders who meet the required qualifications.

“The Project Executing Agency, Kenya Urban Roads Authority (KURA or the Employer), invites sealed bids from eligible bidders for the implementation of the project,” the notice stated.
Details of the BRT Project as Highlighted by KURA
The BRT Line 5 Project will entail extensive civil and structural works, including:

1.Roadworks
- Construction of a 2-lane BRT corridor along a 10.5 km stretch of Outer Ring Road.
- Construction of three river bridges and two overpass bridges, measuring approximately 1,024m and 323m respectively.
- Development of 13 BRT stations.
- Installation of street lighting and drainage systems.
- Construction of new footbridges and modification of existing ones.
- Landscaping and general road improvements.
- BRT Depot
- Construction of a depot building covering approximately 1,365 m².
- Development of access roads, parking spaces, and necessary supporting infrastructure, including drainage and fencing.
- Installation of essential electro-mechanical works.

- Civil, Electrical, and Mechanical Works
- Installation of Intelligent Transport System (ITS) components.
- Construction of ancillary works as specified in the contract.
Bidder Qualification Requirements
The bidding process is restricted to firms from the Republic of Korea, in accordance with EDCF guidelines. Interested bidders must meet the following minimum requirements:
- Professional Experience: Must have successfully completed at least two projects of a similar nature within the last ten years.
- Financial Capability: Bidders must provide detailed financial information demonstrating their capacity to undertake the project. Their net worth for the last three years (2021, 2022, 2023) must be positive.
- Turnover and Cash Flow: A minimum average annual construction turnover of USD 30 million ( Ksh 3.9 billion) is required, along with demonstrated access to USD 5 million (Ksh645.5 million) in liquid assets.
- Litigation History: Pending litigation must not exceed 50% of the bidder’s net worth.
- Specific Experience: Participation in at least two construction projects worth at least USD 20 million (Ksh 2.6 billion) each within the last ten years.
Bid Submission Details
KURA directed interested bidders to obtain further information from its official sources and inspect the bidding documents at the KURA headquarters in Nairobi between 9:00 AM and 4:00 PM.
The complete bidding documents can be purchased for Ksh 50,000 through a bank-certified cheque or telegraphic transfer.
A mandatory pre-bid meeting and site visit will take place on February 24, 2025, at 10:00 AM at KURA’s offices.

The deadline for bid submission is March 28, 2025, at 11:00 AM, after which the bids will be publicly opened in the presence of the bidders’ representatives who choose to attend.
All bids must be accompanied by a bid security of USD 840,000 (Ksh 108.36 million). Late submissions will be rejected.
