Director of Criminal Investigations (DCI) Mohamed Amin has alleged that former Deputy President Rigathi Gachagua communicated with individuals identified as key suspects in the murder investigation of psychiatrist Dr Victoria Nthunya Mutiso.
Speaking to the media on August 8, Amin said investigators had established that Gachagua was in contact with one of the principal suspects, who allegedly shared information related to the case with him. He further claimed that the former Deputy President had also communicated with a boda boda rider believed to have played a role in the fatal shooting.
Amin said the alleged communications emerged during the investigation, adding that detectives were treating the matter strictly as a criminal investigation rather than a political issue.
“Our investigations established that Hon. Rigathi Gachagua was in communication with one of the main suspects in this murder, who was feeding him information. We also established that he appears to have been in communication with the boda boda rider. If indeed he meant well for this investigation, then this is not a matter of politics,” Amin said.
The remarks came as Amin provided an update on the July 29 murder investigation, announcing what he described as major breakthroughs, including the identification of Inspector Kenneth Kipkemboi Sang, the officer commanding Nderi Police Post under Kikuyu Police Station, as a key suspect in the alleged conspiracy to kill psychiatrist Dr Victoria Nthunya Mutiso.
The DCI boss alleged that Inspector Sang acted as the link between the alleged financiers of the murder and the execution team. He further claimed that the officer supplied the firearm used in the killing and is currently evading arrest.
According to Amin, investigators uncovered evidence pointing to the involvement of serving police officers in the planning and execution of the murder.
“The evidence led our investigators to Kenya Police Service officers who, unfortunately, played very critical roles in the conspiracy. Inspector Kenneth Kipkemboi Sang has been positively identified as the link between the financiers and the operational team, as well as the source of the murder weapon. He is currently on the run,” Amin said.

DCI Alleges Police Officers Played Key Role in Murder Plot
The DCI also announced the arrest of Police Constable Elijah Kibelion Kimoi, who is attached to Karinde Police Post under Kikuyu Police Station. Investigators allege that Kimoi was the officer who fatally shot Dr Mutiso.
According to the investigation, Rose Mbinde Mulwa and her son, Christopher Mulwa, have been identified as the alleged masterminds and financiers behind the murder plot.
Amin said detectives also identified Daniel Mwangi Njoroge and Kelvin Ngugi Kinothia as key suspects through forensic analysis, intelligence gathering and an extensive review of CCTV footage.
Investigators established that Dr Mutiso was traveling in an Uber when the attack occurred. Detectives say the assailant approached the vehicle from the rear left side, where the psychiatrist was seated, after the driver slowed down, and opened fire.
Dr Mutiso was rushed to hospital but was pronounced dead shortly after arrival. A post-mortem examination later confirmed that she sustained three gunshot wounds.
The shooting was initially reported at Kilimani Police Station before the case was handed over to the DCI’s Homicide Investigations Bureau for further investigations.
The investigation has been supported by forensic experts from the National Police Service Forensic Laboratory, the Criminal Research and Intelligence Bureau, and other specialized units. Detectives recovered two spent cartridges from the crime scene and a bullet head during the post-mortem, all of which were subjected to ballistic examination.
According to Amin, intelligence-led investigations identified Daniel Mwangi Njoroge as the alleged coordinator of the operation. Detectives claim he drove a Toyota Land Cruiser Prado that was used to block the Uber carrying Dr Mutiso moments before the shooting.
The DCI further alleged that Njoroge coordinated the logistics of the operation, facilitated the movement of the execution team and played a central role in planning the attack. Investigators also established that two Toyota Prado vehicles had been hired and used during the operation, one to block the victim’s vehicle and another to transport members of the execution team, with CCTV footage helping trace their movements.
Amin said investigations into the motive behind the killing and the possible involvement of additional suspects are ongoing.

Gachagua Earlier Accused DCI of Planning a Cover-Up
Before the DCI’s press briefing, Gachagua had accused investigators of attempting to conceal the involvement of police officers in the murder of psychiatrist Dr Mutiso.
In the statement, Gachagua alleged that the Directorate of Criminal Investigations was planning to “cover up” the role of police officers and instead shift blame to boda boda riders. He claimed to have information identifying three police officers allegedly involved in the killing and challenged DCI Director Mohamed Amin to disclose their identities during the press briefing.
Gachagua further alleged that the officers included an inspector attached to Kikuyu Police Station, a constable from the same station and another officer from Karinde Police Post. He also claimed that officers from what he described as the “Nairobi Sierra killer squad” had been transferred out of Nairobi and urged the DCI to allow them to address the media.
