Busia Senator Okiya Omtatah has outlined the plans he has for Kenya is he wins the Presidency in the 2027 general election.
Speaking on Monday, November 25, the activist cum politician outlined several sectors he would prioritize to improve the lives of Kenyans if he were to unseat President William Ruto in the next elections.
Some of the things highlighted by Omtatah are as follows.
1. Constitutionalism and the Rule of Law
Economic and social reforms – to enforce constitutionalism including the rule of law.
“The law must apply to everybody and in all transactions,” he said.
2.Physical Discipline – Omtatah said the government will institute physical discipline to fix the shaky public finances and structures including the elimination of corruption and wastage.
“We want to make sure that public money is controlled and is used for the benefit of the common good,” he said.
“We will have a small cabinet of 14 ministers to cut off the wastage.”
Omtatah Plans for the National Treasury
He said the government will establish the National Treasury as an Independent Institution.
“One of the things we have to do is to get the Treasury established like the Central Bank, run by experts and the politicians have no access to public money,” he said.
He explained that the boss of the Treasury should be independent and autonomous like the Governor of the Central Bank.
“The Budget must be restowed as the primary tool of governance in this country. To get that discipline we must go to the Constitution and separate the Treasury from the Ministry of Finance,” he said.
Omtatah said the President should not walk anywhere and entertain people with money that is not in the budget.
On corruption, he said the government must recover the stolen funds and save for the future by taking note of the minerals available in the country.
“The ultimate purpose of a leader is to convert resources into wealth,” he said.

Food Security & Universal Health Care
3.Food
Omtatah said he will liberate the food industry from the cartels completely by restoring institutions that allowed farmers to control the industry.

“The ultimate goal is that agriculture should not be the main stem of the economy, it should be for producing food for Kenyans. The main stem of the economy should go to the service industry,” he said.
4.Health
He explained that Universal Health Care (UHC) cannot run based on private hospitals.
Omtatah said he will restore public hospitals and address the issues raised by medical officers.
He said he will rebrand government stores to prevent theft in hospitals.
“We will then invest in the sector and make public hospitals as good as any. That is when you can begin talking about UHC,” he said.

Fixing the Transport Sector
5.Transport
Omtatah said transport is a major hinderance to Kenya’s development since the government has left it totally to the private sector.
He announced plans to intervene in some very specific ways and look at public transport as a strategic area.
The Senator said he will make transport affordable including moving by planes within the country.
“We need to be able to fly from Nairobi to Mandera, transact and come back the same day. Why not have basic airstrip in every county,” he said.
He announced plans to have radical interventions in State corporations to have them run professionally.
Omtatah mentioned that State Corporations Boards are full of people focused on stealing state funds.
