Ruto Makes Fresh Appointments to Two State Agencies

President William Ruto has made fresh appointments to two key state institutions, the Insurance Regulatory Authority (IRA) and the LAPSSET Corridor Development Authority board.

In a gazette notice dated September 18, Ruto reappointed Moses Njenga Chege as chairperson of the Insurance Regulatory Authority and appointed Moses Narok to head the LAPSSET Corridor Development Authority board.

Chege has been reappointed as the Non-Executive Chairperson of the Insurance Regulatory Authority for another three-year term.

The reappointment was made under Section 3B (1) (a) of the Insurance Act, which gives the President the power to make the appointment.

According to the notice, Chege will serve for three years, effective September 18, 2026.

“In exercise of the powers conferred by section 3B (1) (a) of the Insurance Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint— Moses Njenga Chege as the Non-Executive Chairperson of the Insurance Regulatory Authority, for a period of three (3) years, with effect from the 18th September, 2026,” the notice read in part.

Chege was first appointed chairperson of the Insurance Regulatory Authority in September 2023.

He brings more than 28 years of post-graduation work experience to the board. He is a Certified Public Accountant and holds a Bachelor of Arts degree in Economics from the University of Nairobi and a Master of Science in Management from the United States International University-Africa (USIU-Africa).

He is an experienced senior executive with expertise in financial management, strategy execution, fostering innovation, and risk identification.

IRA is mandated to regulate, supervise, and develop the insurance industry for all its players.

Ruto also appointed Moses Narok as Non-Executive Chairperson of the LAPSSET Corridor Development Authority Board.

Narok’s appointment, made under paragraph 5 (1) (a) of the LAPSSET Corridor Development Authority Order, 2013, will run for one year from September 18, 2026.

“In exercise of the powers conferred by paragraph 5 (1) (a) of the LAPSSET Corridor Development Authority Order, 2013, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— Moses Narok as a Non-Executive Chairperson of the LAPSSET Corridor Development Authority Board, for a period of one (1) year, with effect from the 18th September, 2026,” reads a separate gazette notice.

Changes at Other State Institutions

The latest Gazette notices also contain appointments and reappointments to several state bodies.

Chief Justice and President of the Supreme Court Martha Koome appointed Maurice Murunga Osundwa as a member of the Auctioneers Licensing Board.

Osundwa will serve for three years from September 4, 2026, under Section 3 (1) (e) of the Auctioneers Act.

At the Kenya National Bureau of Statistics (KNBS), Cabinet Secretary for the National Treasury and Economic Planning John Mbadi reappointed Rose Towett as a member of the board for three years.

Her new term takes effect from September 18, 2026.

Mbadi also reappointed Ibrahim Mohamed Salat as a member of the Board of Directors of the Retirement Benefits Authority for three years from September 18, 2026.

New Borstal Institution Board

Meanwhile, Interior Cabinet Secretary Kipchumba Murkomen has appointed 10 people to the Board of Visitors of Shikusa Borstal Institution.

The appointees are Simon Barasa Muhindi, Masimbakosi Kusille Chimwani, Canon Mudy J. Peter, Moses Juma Pata, Peter Salik Kalwale, Peter Mwombe Juma, Sylvia Kwamboka Morwabe, Millicent Kerubo Omanga, Margaret Nasimiyu Mwonyonyo and Margaret Nanzala Wambia.

They will serve for three years, effective August 14, 2026.

The appointments were made under Section 20 (1) of the Borstal Institutions Act.

For Shimo La Tewa Borstal Institution, Murkomen appointed Mary Muthakye Mutua, Teresa Wairimu Mwangi, Kenneth Wahinya Njau, Peter Muinde Muteti, Zachariah Mwagandi, Ibrahim Muhumed Mohamed and Abednego Musau Satana.

The seven members will also serve for three years from August 14, 2026.

Changes in Energy and Tourism Boards

Cabinet Secretary for Energy and Petroleum James Opiyo Wandayi reappointed Diba Daudi Huka as a member of the Board of Directors of the Energy and Petroleum Regulatory Authority for three years from September 18, 2026.

At the Tourism Fund, Cabinet Secretary for Tourism and Wildlife Rebecca Miano reappointed Patrick Ngere as a member of the Board of Trustees for three years.

Miano also appointed Nicholas Kimeli and Dr Yvonne Tharao to the Tourism Fund board for three years from September 18, 2026.

She further reappointed Rose Polyne Nyambura as a member of the Kenya Utalii College Council for three years and appointed Dr Dorothy Jepkoech Rotich to the council for the same period.

The Tourism CS also appointed Michael Michemi Ndegwa and Beatrice Lempaira as members of the Board of Trustees of the Kenya Wildlife Service for a further three-year period.

Water and Education Appointments

Cabinet Secretary for Water, Sanitation and Irrigation Eric Murithi Mugaa appointed Lilian Anyango Yonga as a member of the National Water Harvesting and Storage Authority for three years from September 18, 2026.

Mugaa also appointed Silas Tochim as a member of the Governing Council of the Kenya Water Institute for three years.

At the Kajiado National Polytechnic, Education Cabinet Secretary Julius Migos Ogamba appointed Captain Antony Kiroken as Non-Executive Chairperson of the Kajiado National Polytechnic Council for three years from September 18, 2026.

The Gazette notice states that Gazette Notice No. 14423 of 2026, relating to the position, was revoked.
