The Government of Kenya, under the leadership of President William Ruto, has introduced an initiative named Jukwaa la Usalama to address the security threats that continue to evolve due to increasing urbanization, changing demographics, and complex socio-economic dynamics.
This initiative, developed under the Ministry of Interior and National Administration, serves as a national platform for structured dialogue between citizens and the government on matters of security and public safety.

Jukwaa la Usalama provides communities with a formal space to express concerns, share experiences, and propose solutions directly to security and administrative officials.

Chiefs, elders, youth representatives, religious leaders, women’s organizations, professional bodies, and everyday citizens will gather in open forums to engage with policymakers, enforcement authorities, and county leadership.
This model is aimed to strengthen public trust and remove traditional barriers that previously limited dialogue and understanding.

Leadership & Editions of Jukwaa la Usalama
The official launch took place on April 8, 2025, with the Pwani Edition held in the Coast Region, officiated by Interior Cabinet Secretary (CS) Kipchumba Murkomen and PS Dr. Raymond Omollo with others scheduled to follow through an organized sequence.
According to the Interior Ministry, the initiative enables in-depth focus on each region’s unique security challenges.
A defining feature of Jukwaa la Usalama is its proactive nature.
The forums are designed to anticipate concerns and foster early collaboration between communities and security institutions.
Once implemented, the initiative will reinforce the concept of shared responsibility and support the prevention of threats through structured civic engagement.
The Interior Ministry has targeted all regions in Kenya to provide platforms for voices that had long remained unheard.
Additionally, the forums also mark a shift in how public safety is approached.
Instead of relying exclusively on centralized enforcement, Jukwaa la Usalama supports the involvement of local actors who have a direct understanding of their surroundings.

In Mombasa County, CS Murkomen met different stakeholders among them elected leaders, top ministry officials, chiefs, security personnel, community leaders, and members of the business community.
The engagement set a platform for a conversation on how to make Mombasa County a secure, peaceful and conducive place to live and work. This came against the backdrop of increased mugging cases gangs.
