The seat of the Speaker of the County Assembly of Homa Bay has been declared vacant following the resignation of the speaker Julius Gaya on November 12, 2024.
In notice on Thursday, November 14, the Acting Clerk of Homa Bay County Assembly Hannington Owino asked interested and qualified candidates to apply.
“It is notified for the information of the general public that pursuant to the provisions of Section 21[5] [d] of the Elections Act, 2011, Section 11[1][d] of the County Governments Act, 2012 and Standing Order No.4 of the Homa Bay County Assembly Standing Orders, the Office of the Speaker of the County Assembly became vacant on Tuesday, 12th November, 2024,” read part of the notice.
Owino added, “Subsequently, The House shall sit on Thursday 21st November 2024 from 9:30 AM to Elect a new speaker.”

How to apply for the speaker position
“Accordingly, any person who is eligible for election as Speaker of the County Assembly in terms of Article 193 of the Constitution of Kenya, 2010 and Sections 21, 25 and 43 of the Elections Act, 2011 and is interested in contesting the position is hereby invited to obtain nomination papers from the Office of the Clerk, County Assembly Buildings in Homa Bay Town between 8.00 AM and 5.00 PM commencing on Thursday 14th November and ending on Monday, 18th November, 2024”

Interested candidates should submit completed nomination papers, together with detailed curriculum vitae to the office of the Clerk at the County Assembly Buildings, Homa Bay Town at least forty-eight [48] hours before the County Assembly assembles, being not later than 9.30 AM on Tuesday, 19th November 2024.

Additional documents to submit for the speaker position
The documents should be accompanied by the names and signatures of at least two Members of the County Assembly who support the candidate and a declaration by them that the candidate is qualified and willing to serve as the Speaker of Homa Bay County Assembly.
Gaya resigned hours before his impeachment was scheduled for November 12, 2024 with 53 MCAs having appended their signatures in favour of the motion.
