United Democratic Alliance (UDA) candidate David Keter, popularly known as ‘Dollarline,’ has won the Emurua Dikirr parliamentary by-election held on May 14, 2025.
He garnered 18,266 votes while DCP’s Vincent Kibet came in second with 10,760 votes as Gideon Koech of NVP came in third with 190 votes.
Keter defeated four other aspirants to clinch the Emurua Dikirr parliamentary seat, including Vincent Rotich of DCP, Gideon Koech of NVP, Desmas Cherono of PNU, and Kenneth Kiprono of RLP.
The seat was declared vacant following the death of former area MP Johana Ngeno, who died in a helicopter crash at Chepkiep village in Mosop Sub-county, Nandi County, on February 28, alongside five other people.
Voting Process During Emurua Dikirr Parliamentary By-Election
According to the Independent Electoral and Boundaries Commission (IEBC), polling stations opened at 6.00 am and closed at 5.00 pm.
The commission noted that any time lost during the exercise would be compensated at the close of voting, and all voters in the queue by 5.00 pm would still be allowed to vote.
During the voting exercise, peace and calm prevailed across the polling stations, with residents turning out to vote.
Security officers were also deployed at various polling centers to maintain order as voters lined up to cast their votes.

The electoral body had warned voters against taking photos or recording videos inside polling booths, saying the act is an election offence punishable by law.
IEBC noted that photography and video recording are strictly prohibited inside polling booths under the Election Offenses Act.
The commission added that the offense attracts a fine of up to KSh1 million, a jail term not exceeding three years, or both.

Political Career of David Keter
Keter’s political journey dates to 2007 when he emerged as a key mobilizer and strategist in the late Johana Ng’eno’s first attempt to clinch the Kilgoris parliamentary seat.
Although Ng’eno did not win the election at the time, Keter gained recognition as an influential political organizer and network builder within Narok politics.
His political profile later grew through his close collaboration with the late John Marintany in the campaigns that propelled Samuel ole Tunai to become Narok County’s first governor.
Keter is also credited with pushing for the selection of Evelyn Chepkirui Aruasa as Tunai’s running mate, a move seen as strategic in securing support from the Kalenjin community.
Over the years, Keter has unsuccessfully contested the Kilgoris parliamentary seat in the 2013, 2017, and 2022 General Elections.
In the 2013 polls, he garnered about 7,000 votes, while in the 2022 election, he garnered 14,596 votes.
In all the three contests, he finished second behind his longtime political rival, the late Ng’eno.
