Zelenskyy celebrates a win after the Ukrainian military reportedly struck an oil refinery as well as a chemical plant in Russia’s western regions.
The Governor of the Stavropol Region, Vladimir Vladimirov, confirmed that Russian air defence forces successfully repelled a Ukrainian drone attack over the Budyonnovsk Military District.
Debris from the downed drones caused a fire in the industrial zone of Budyonnovsk. Emergency services and fire crews are responding to the incident.
“Russian Ministry of Defence air defence forces repelled a terrorist attack by Ukrainian drones over the Budyonnovsk Military District. Debris from the downed drones caused a fire in the industrial zone of Budyonnovsk,” the governor confirmed.
Additionally, he added that there are no casualties, residential buildings remain undamaged, and all life support systems are functioning normally.
“According to current reports, there are no casualties, residential buildings are undamaged, and life support systems are operating normally,” he said.
Ukraine Reportedly Strikes Western Russia
Ukraine’s military is reported to have conducted strikes on both an oil refinery and a chemical plant located in Russia’s western regions overnight on October 29, according to reports shared by Russian Telegram media channels.
In Ulyanovsk Oblast, Russia, the NS-Oil refinery situated in the community of Novospasskoye was reportedly targeted by Ukrainian forces.
Russian Telegram channels, referring to accounts from residents, shared photos and videos showing a huge blaze engulfing part of the refinery.
The reported strike is seen as part of Kyiv’s escalation of the campaign against Russian oil and gas infrastructure, which remains a critical source of revenue for Moscow and helps sustain its full-scale invasion of Ukraine.

In a separate incident elsewhere in Russia, Ukraine reportedly struck the Stavrolen chemical plant in Stavropol Krai, as reported by Telegram channels.
As seen by The Kenya Times, circulating Videos purportedly from the site appear to show a large fire radiating from the facility.
The Stavrolen plant, operated as a subsidiary of Lukoil, is a significant chemical producer that manufactures products such as benzene, polyethylene, and other petrochemical goods, which are reportedly used to support Russia’s war operations in Ukraine.
Yanchang Petroleum Stops Buying Russian Oil
On the other end, Russian President Vladimir Putin is facing challenges as Chinese Yanchang Petroleum, a provincial government-backed oil refiner, has suspended its purchases of Russian crude following American sanctions on the country’s top oil producers.

Usually importing one monthly shipment, Yanchang has been a steady purchaser of Russian oil, mostly the Far East export-grade ESPO blend or Sokol, one of the added traders according to Reuters.
The Shaanxi-based refinery has historically been a regular buyer of Russian crude, typically taking one shipment per month, usually ESPO or Sokol grades, according to traders familiar with the matter.
With a processing capacity of 348,000 barrels per day, Yanchang is one of the largest inland refineries in China.
