The Oversight Committee for the 10-Point Agenda and the NADCO has been implementing a raft of proposed reforms aimed at addressing the country’s socio-economic and political challenges.
The agenda builds on recommendations from the National Dialogue Committee (NADCO) Report, adopted by Parliament in February 2024, which identified key governance and constitutional gaps that have undermined national unity and stability.
A five-member committee was appointed in August 2025 to oversee the implementation of the reforms, engaging stakeholders, the public, and implementing agencies across the country.
On March 10, 2026, a Joint Parliamentary Group of the ruling UDA party and ODM held its second meeting at the Kenyatta International Conference Centre (KICC) to review the progress made in the implementation of the Broad-Based Government agenda.
According to the joint statement, the Parliamentary Group PG noted that approximately 80% of the agreed commitments have been implemented.

Electoral Justice and Institutional Reforms
Among the reforms by NADCO was electoral justice.
Parliament received nine bills proposed under the report to address loopholes in Kenya’s electoral system.
Among the issues the bills aimed to address are:
- IEBC (Amendment) Bill, 2023
- Elections (Amendment) Bill, 2023
- Election Offences (Amendment) Bill, 2023
As of March 2026, three bills have been passed into law, including:
- IEBC (Amendment) Act
- Statutory Instruments (Amendment) Act
- Ethics and Anti-Corruption Commission (Amendment) Act
The enactment of the IEBC (Amendment) Act in July 2024 enabled the reconstitution of the electoral commission, with new commissioners sworn in on 11 July 2025.
The IEBC has since conducted by-elections and begun mass voter registration, while also initiating the delimitation of electoral boundaries.
The Elections (Amendment) Bill, 2024, and the Election Offences (Amendment) Bill, 2024, are still under mediation between the Senate and the National Assembly.
Other bills, including the Political Parties (Amendment) Bill, are still under parliamentary consideration.
Constitutional and Legal Reforms
Reforms also target constitutional gaps that have previously limited the effectiveness of governance structures.
The Constitution of Kenya (Amendment) Bill, 2025, which seeks to implement the two-thirds gender rule, is currently under parliamentary consideration.
Other measures aim to harmonize bicameral relations under Article 113 of the Constitution, while legislation such as the Public Benefits Organizations Act, 2013, has been operationalized to allow civil society organizations to mobilize resources for social programs.
Also, constitutional amendments are under review to strengthen multi-party democracy, enforce fidelity to political parties, and protect coalitions from interference.
Measures to Stabilize the Economy and Support Citizens
The Joint Parliamentary Group meeting also highlighted several measures to stabilize Kenya’s Economy including:
- Reduced inflation and strengthened macroeconomic management
- Continued fertilizer subsidies to support farmers
- Expanded health coverage under the Social Health Authority
- Strengthened anti-corruption measures
- Revival of stalled road projects through the securitization of the Road Maintenance Levy Fund
To ensure that all remaining commitments are completed, the group resolved to extend the mandate of the Oversight Committee by 60 days.

This extension will allow the committee to finalize outstanding matters arising from the implementation of the agenda.
Formation of Joint Technical Committee for Policy Coordination
The meeting also approved the formation of a Joint Technical Committee, with each party nominating four members, while the Executive Directors of UDA and ODM to serve as joint secretaries.
The committee will have a role to:
- Develop a shared policy agenda and priorities for the coalition
- Lay the groundwork for a coalition team to be appointed by the party leaders
- Support the implementation of the final coalition framework
The Parliamentary Group reaffirmed its commitment to continued cooperation in the national interest, stating that it will continue advancing reforms to strengthen democracy, stabilize the economy, and improve the livelihoods of Kenyans.
