The authority said the temporary disruption is part of efforts to ensure a smooth migration to the new eLogbook system.
NTSA apologized for any inconvenience caused and appealed to motorists, vehicle owners, dealers and other users of its services to exercise patience during the transition period.

Rolling Out of Digital eLogbook for Vehicle Registration
On May 8, NTSA introduced the Electronic Motor Vehicle Registration Certificate (eLogbook) as part of its ongoing digital transformation of vehicle registration services.
The authority said the new system will replace the current paper-based Certificate of Registration (logbook) with a secure digital version to improve efficiency, convenience and service delivery.
Additionally, the authority said the eLogbook will be fully integrated into motor vehicle registration processes, including new vehicle registration, transfer of ownership, change of particulars, inspection and other related transactions.
Vehicle owners will be able to access, view, download and verify their digital logbooks through the eCitizen platform upon completion of transactions.

According to NTSA, the transition is part of a broader strategy to modernize transport services and reduce processing times from an average of several days or weeks to same-day or instant service delivery.
The authority said the system is expected to enhance efficiency, strengthen security by reducing the risks of forgery and tampering, and improve data management for use in traffic enforcement, insurance verification, and road safety initiatives.
It further noted that the shift will reduce bureaucracy, minimize physical visits to its offices and improve transparency in service delivery.
The agency said the eLogbook system will go live on June 10, 2026, after which all vehicle owners will be required to access their electronic registration certificates through their eCitizen accounts.
