The 2025 performance evaluation of Kenya’s Principal Secretaries (PS) has ranked Interior and National Administration PS Dr Raymond Omollo as the top-performing PS of the year.
The assessment, conducted by Politrack, analysed performance across multiple dimensions, including core mandate delivery, innovation, digital transformation, integrity, governance, and public accountability.
“The assessment utilised a multi-faceted methodology that centred on impact, innovation, and integrity. The top 20 performing PSs were ranked based on a weighted scoring system,” read part of the Politrack report.
According to the Politrack report, the ranking was based on a weighted scoring system that measured achievement in three main pillars: Core Mandate Delivery and Operational Excellence (40%), Innovation and Digital Transformation (15%), and Integrity, Governance, Public Accountability, and Perception (15%).

Evaluation Highlights and Methodology
Politrack’s report emphasises Dr Omollo’s outstanding performance in delivering ministry targets, efficient budget management, and improving service delivery.
Before he was appointed the Internal Security and National Administration PS, Dr Omollo served as the Managing Director of the Lake Basin Development Authority (LBDA), a government agency that spearheads the socio-economic development of 18 counties in the Lake Victoria basin region.
After playing a central role in the Kenya Kwanza campaigns that handed President William Ruto victory in 2022, Omollo was picked to head the crucial security docket in Kenya. His mandate also extends to overseeing the implementation of various projects, including the upgrading of stadiums and other infrastructure related to the different public holidays in Kenya.

According to Politrack, Raymond’s outstanding performance was the integral component of the evaluation’s structure, primarily falling under Pillar 1: Core Mandate Delivery & Operational Excellence, which accounted for 40% of the total weighted score.
Other top-ranked PSs similarly excelled in policy formulation, project execution, and multi-stakeholder collaboration.
The Politrack evaluation system itself was based on a multi-source feedback system to ensure fairness, utilising Quantitative Data (60%) such as audit and budget execution reports, Qualitative Evidence (30%) from submitted portfolios and presentations, and Stakeholder Feedback (10%) gathered confidentially from staff, the public, and external partners.
