Inspector General of Police (IG) Japheth Koome has resigned following an approval by President William Ruto.
In a statement on Friday, July 12, 2024, State House Spokesperson Hussein Mohamed said that President Ruto accepted Koome’s resignation while also announcing Douglas Kanja as the new acting National Police Service (NPS) IG.

“HIS EXCELLENCY Hon. William Samoei Ruto, Ph.D, CGH, President and Commander in Chief of the Defence Forces, has on this 12th day of July 2024, accepted the resignation of Eng. Japheth N. Koome, MGH, as the Inspector General of the National Police Service.
To facilitate the transition within the top leadership of the National Police Service (NPS) and Kenya Prisons Service (KPS), our primary homeland security agencies, the Head of State and Government has issued Executive Order No. 7 of 2024,” read part of the statement.

Douglas Kanja, who is currently the Deputy IG of the Kenya Police Service, will now serve as the acting Inspector General pending the nomination, parliamentary approval, and appointment of a new one.
Koome Resigns, Ruto Makes Changes in NPS
According to the statement, Koome’s replacement and other changes notified within the homeland security agencies by Ruto will take effect immediately.

“His Excellency the President has expressed his gratitude to the outgoing Inspector-General of the National Police Service for the service he has rendered to the nation and has extended his best wishes for success in all his future pursuits,” the statement adds.

Noor Gabow on his part has been redeployed within the Public Service.
Other changes effected by Ruto are that of Commissioner General of Prisons, with the President appointing Patrick Mwiti Arandu as the new Commissioner.
Arandu takes over from Brigadier (Rtd) John Warioba, who is proceeding on terminal leave pending the end of his tenure of office.
For acting Deputy-Inspector Generals, President Ruto has also made changes, appointing Eliud Langat and Eliud Kamau.

“Upon the recommendation of the National Police Service Commission, pursuant to Section 13 of the National Police Service Act, the Head of State and Government has designated the persons set out hereinafter as Acting Deputy Inspector-Generals, as stated,” read part of the statement.
Other Changes Effected
Langat has been appointed as the new acting Deputy IG of NPS, while Kamau will assume the role of Deputy Inspector General, Administration Police Service.
At the same time, Ruto on behalf of the National Security Council (NSC) noted the changes effected by the NPS Commission within the senior ranks of the Police Service.
Ranson Lolmodooni was appointed Commandant, General Service Unit (GSU), while Gilbert Masengeli is the new Commandant, Administration Police Training College (APTC), Embakasi.
On the other hand, William Yiampoy has been appointed as the Director of Operations, Police Headquarters.
The role of Commandant, National Police Leadership Academy (NPSA), Ngong will be assumed by Kainga Maithu.
