The Higher Education Loans Board (HELB) and the Universities Fund (UF) have invited the public for comments on loans and scholarships appeals mechanism.
HELB Chief Executive Officer (CEO) Geoffrey Monari and UF Acting CEO Dr. Edwin Wanyonyi made the announcement in a notice on Tuesday, April 1, 2025.

Monari and Wanyonyi said the two State Corporations have developed a scholarship and loan appeals mechanism.
“Pursuant to Article 10 of the Constitution of Kenya, on national values and principles of governance, and in compliance with the Order issued by the Court of Appeal on 26th March 2025, directing the two institutions to comply within 14 days, the institutions hereby invite the public and stakeholders for abbreviated public participation by submitting comments and memorandum on the appeals mechanism,” reads part of the notice.

The appeals mechanism is available on the HELB (www.helb.co.ke) and UF (www.universitiesfund.go.ke) websites and the Higher Education Financing Portal (www.hef.co.ke).
The call for comments/submissions will run until April 4, 2025, at 5:00pm.

Venues for HELB Appeal System Public Engagements
In Central physical public engagement meetings will be conducted in Nyeri National Polytechnic, Dedan Kimathi University of Technology, Mt. Kenya University, Egerton University and Kabarak University.
Kenya Coast National Polytechnic and Technical University of Mombasa will be the venues for residents of the Coastal region.
Kenyans in Lower Eastern should visit Machakos University and Machakos Technical Institute for the Blind to comment on the proposal.
In Nairobi, the two Corporations will conduct engagements at the University of Nairobi and Aga Khan University.

North-Eastern engagements will be held at Garissa University and North-Eastern National Polytechnic.
“Comments and submissions may be sent to slappeals@helb.co.ke; appeals@ufb.go.ke or Huduma Centres across the country with HELB desks,” adds another part of the notice.
In the North Rift, public engagements will be held at Moi University and Eldoret National Polytechnic.
The following are the venues for Nyanza Maseno University, Kisii University and Kisii National Polytechnic.
Masaai Mara University and University of Embu will serve as the venues for South Rift and Upper Eastern.
Residents of Western should visit Shamberere National Polytechnic and Masinde Muliro University of Science & Technology to take part in the process.

Message to Students, Learning Institutions & Parents
The two institutions have been implementing the Variable Scholarship Loan Funding Model which promotes equity and enhances inclusivity in scholarship and loans disbursement to students in Higher Learning Institutions since July 2023.
HELB and UF assured the public that the model is subject to the ongoing court process requiring it to make adjustments in future.
“We also wish to assure the general public and all stakeholders, including students, parents, guardians, and higher learning institutions, that the Variable Scholarship Loan Funding Model is subject to ongoing court appeal process and that adjustments may be made in future in the interest of fairness & equity,” reads another part of the notice.
