Hassan Noor Hassan is a veteran civil servant in Kenya’s Public service. President William Ruto on Thursday May 8 nominated Hassan Noor Hassan as a commissioner of the Independence and Electoral Boundary Commission (IEBC).
Following the nomination, the President submitted Noor’s name and 6 others to parliament for approval.
He appeared before the IEBC Selection panel for screening.
His name was among six individuals shortlisted on 25, March 2025 just days before the interview commenced, causing a stir.
He has held various positions in Kenya’s Public sector.
Hassan Noor Work Experience
A 67-year-old Hassan Noor served as the Director of Administration in the Ministry of Local Government as from 2010-2013.
He later became the Chief Coordinator and Head of Secretariat for Kenya Water Towers between 2013-2015.
From 2014 to 2017 the former Mandera Gurbenatorial candidate served as the Director of Administration in the Ministry of Sports, Culture and Heritage.
In addition, he was a Chief Administrative Secretary (CAS) in the Ministry of Sports, Culture and Heritage from 2018-2020.

Later, between 2020-2022, he served as CAS in the Ministry of Education, Vocational and Technical Training.
Education Background
Hassan Noor Hassan attended Mandera Primary and Secondary in his early.
He proceeded to Kwale High School for his A-level and enrolled at the University of Nairobi where he graduated with Bachelor of Arts in sociology and political science in 1984.
He also holds Master of Arts Degree in International Studies and Diplomacy from Washington International Studies and Diplomacy from Washington International University in 2011.
Moreover, he pursued an Advanced Project Management Course from Kenya Institute of Administration in 1990.
Political Life
Hassan Noor Hassan has been involved in Mandera County Politics. In 2017 General Election he vied for Mandera Gubernatorial Seat under the Economic Freedom Party (EFP).
He was the runner-up, securing 62,769 votes against Ali Roba’s 71,890 votes.
Consequently, he filed a petition challenging the outcome citing irregularities, but the case was dismissed.
In 2022, he declared his intentions to run for the seat, this time as the candidate for Orange Democratic Movement (ODM).
His candidacy added to the competitive political landscape in Mandera County.

If the committee of the National Assembly approves Hassan Noor, his name will be submitted to the president for appointment and later sworn in as an IEBC Commissioner.
