The Judiciary of Kenya has announced Ramadhan Omar as the new Head of its Police Unit, the Judiciary Police Unit (JPU).
In a notice on August 29, the Judiciary announced Omar as the incoming JPU Commanding Officer, highlighting his expansive experience as a Police Officer.
JPU was established by the National Police Service (NPS) in 2021 as a specialized Unit mandated to provide comprehensive security and protective services to the Judiciary.
“AIG Omar brings a wealth of experience in regional command and specialized security operations to his new role,” said the Judiciary.
Prior to his appointment, Assistant Inspector General of Police Ramadhan Omar served as the Deputy Commandant, Security of Government Buildings & VIP protection Unit.

He has also served as an instructor and Sheikh at the National Police College Embakasi “A” Campus and as a Principal Imam of the Service at the Administration Police Service Headquarters.
Ramadhan Omar at NPS and Education background
The incoming JPU commander also previously served in Western Kenya as the Regional Administration Police Commander.
While serving as the Regional AP Commander for the Western Kenya Region, AIG Omar played a vital role in enhancing security and implementing effective law enforcement strategies across the region.
His leadership was instrumental in fostering collaboration between various security agencies and local communities to address crime and improve public safety.
As Deputy Commandant Security of Government Buildings & VIP Protection Unit, he managed complex security operations and high-profile protective assignments. His strategic approach and commitment to excellence has earned him recognition as a key figure in Kenya’s security apparatus.

Having completed his CPE in year 1983, Omar sat his KCE in 1987 before joining the police service in 1990.
While in the service, he pursued a Diploma in Arabic & Islamic studies. He has attended leadership & management courses at the Kenya School of Government, County AP Commanders Command & Control course at the Administration Police Senior Staff College-APSSC-Emali.
He has also pursued Human Resource Management courses and workshops on HIV/AIDS prevention. He was awarded the Presidential Award-Head of State Commendation (HSC) in 2013.
JPU Established
The Judicial Police Unit was formed in 2021 following consultations between former Inspector General of Police (IG) Hilary Mutyambai and Chief Justice Martha Koome.
A memo circulated to the National Police Service back then detailed the roles and functions of the JPU, highlighting that the new unit would have officers from the regular police and the Administration Police Service.
It would be similar to the others such as the parliamentary police and those guarding government installations.
The head of the unit is based at the Judiciary where he or she coordinates juniors to protect courts and other judicial buildings.
Lazarus Opicho was named as the head of the unit when it was constituted.
