DCI Summons CS Justin Muturi

The Directorate of Criminal Investigations (DCI) has summoned Cabinet Secretary for Public Service, Performance, and Delivery Management Justin Muturi

DCI in a statement released on Friday, January 12, noted that the CS needed to record a statement as part of ongoing investigations into the abduction of his son.

Further, the Directorate acknowledged Muturi’s public expression of frustration over the pace and outcome of investigations into abduction cases across the country.

Additionally, the DCI revealed that only the son of CS Muturi had so far recorded a statement regarding his abduction, and further cooperation was needed to advance the case.

“We wish to reassure the public that most of the abduction cases reported to the Police have been successfully investigated and are now pending before court, and investigations into the current cases will be no exception.

“The alleged case of abduction involving CS Justin Muturi’s son is active before DCI Kilimani. Considering that only the son volunteered to record a statement, we wish to invite CS Muturi and any other person with information on the incident to record a statement with DCI Kilimani,” he stated.

Further, DCI stated that the case involving Muturi’s son is just one of several abduction inquiries currently being pursued by the Agency.

According to the statement, multiple inquiry files are in various stages of investigation, and many will soon be forwarded to the Office of the Director of Public Prosecutions (ODPP) for review and possible prosecution.

Moreover, the Directorate urged members of the public with relevant information about any abduction incidents to come forward and assist the investigations in confidence.

“We continue to appeal for support from the members of the public, who may have any information that can assist in the investigations, to share the same with us in confidence,” noted the statement.

This development comes days after a nationwide update on January 6 by the Inspector General of Police on the state of abduction cases, which highlighted rising public concern over delays in resolving these matters.

Muturi’s Appeal to the Authorities

Additionally, CS Muturi’s candid remarks amplified the outcry, putting a spotlight on the effectiveness of law enforcement and the criminal justice system.

In his Sunday, January 12 press statement, Muturi condemned the rising cases of abductions, calling for swift action to end the crime spree.

He expressed the emotional distress his family endured after his son, Leslie Muturi, was abducted in June 2024 in Lavington, Nairobi, before his eventual release.

Muturi expressed frustration that, despite holding the position of Attorney General at the time, he was never provided with details of the incident.

“I have personally suffered as my son was abducted leaving my family in turmoil. I have not gotten any answers as to why my son was abducted, held incommunicado and nobody gave any reasons for that abduction,” he said.
