The Germany government has opened applications for the International Parliamentary Scholarships (IPS) programme for select African graduates, including Kenyans, with successful applicants set to receive a monthly stipend of Ksh 106,000.
This program is designed for young graduates from selected African countries who are actively engaged in politics, governance, or social impact and want firsthand experience inside a European parliamentary system.
Germany Parliament invited politically and socially committed young graduates from Southern Africa (Botswana, Namibia, South Africa), East Africa (Kenya, Tanzania, and West Africa (Ghana, Nigeria, Senegal) to Berlin in January for a scholarship programme.
The next programme will take place from 4 January until 2 February 2027.
Germany Opens Applications for 2026 International Parliamentary Scholarship
The selected fellows will learn first-hand about the German parliamentary system and the political decision-making processes in the German Bundestag.
Since 2020, the Germany Bundestag has been running a scholarship programme under the patronage of the President of the Bundestag for young graduates from Sub-Saharan Africa who wish to deepen their understanding of the German parliamentary system and take an active role in shaping the democratic future of their countries.
The programme entails a one-week placement in the office of a Member of the German Bundestag, where participants shadow an MP and their staff.
The experience offers a compact introduction to parliamentary democracy and the functioning of the Bundestag.
It also explores broader themes such as pluralistic society, minority rights, and the culture of remembrance as a political responsibility.
The programme includes a series of workshops covering topics such as anti-corruption and intercultural communication.
Scholarship Benefits
Successful candidates will receive a monthly stipend of 700 euros. Accommodation is provided free of charge.
Travel expenses to and from Berlin are fully covered.
In addition, the Germany Bundestag will provide health, accident, and personal liability insurance.

Eligibility Criteria
Applicants must:
- Be citizens of a participating country (Botswana, Ghana, Kenya, Namibia, Nigeria, Senegal, South Africa, Tanzania, or Uganda)
- Be under 30 years of age at the start of the scholarship (January 1)
- Hold a university degree.
- Have a good command of German (minimum B2 level under the Common European Framework of Reference for Languages)
- Demonstrate interest in politics and social or political engagement.
How to Apply
Candidates must apply exclusively through the digital application platform IPS digital. Applications must be submitted in German.
Applicants should submit a recent language certificate, a motivation letter in German (maximum two pages), and a copy of a passport or national ID as proof of citizenship from a participating country.
They are also required to have a university degree certificate (original or certified copy in English or German) and a recommendation letter in German or English from a professor, teacher, or employer assessing suitability for the programme.
Interested applicants should submit their application through the official online form (external link) before May 29. All applications must be in German.

Selection Process
Shortlisted candidates will be invited for interviews at Germany diplomatic missions.
An independent selection committee appointed by the Germany Bundestag will assess applicants based on their professional, social, linguistic, and intercultural competencies.
