The Ministry of Health (MoH) has advertised a logo design competition for the logo of Digital Health Agency (DHA).
MoH said the interested eligible bidders may obtain a set of tender documents with the detailed instructions from the Ministry of Health website www.health.go.ke or the Public Procurement Information Portal (PPIP) from Tuesday November 26, 2024, to Tuesday December 17, 2024.
Bidders who download the tender document from the website will be required to email their detailed contact information to procurement@dha.go.ke for recording, further clarifications, addenda, and security clearance to facilitate site access.
“Tenders shall be submitted to the DHA Tender Box on the 9th Floor of SHA Building, along Ragati Road not later than Tuesday 17th December 2024 at 1100hrs local time,” MoH said.
Submitted bids will be opened publicly at the same venue shortly thereafter in the presence of the tenderers or their representatives who choose to attend.
Bids shall remain valid for one hundred and eighty days from the date of Tender opening. Any form of canvassing will lead to automatic disqualification.
Logo Design Competition Awards
The Ministry will award the best three design schemes in accordance with the Regulations.
The selected winning logos will be awarded in order of merit as follows:
I)First position – Kshs150,000.00
II)Second position – Ksh100,000.00
III)Third position – Kshs50,000.00
Eligible Tenderers
The tender is open to all tenderers eligible, and the successful one shall provide the services for the stipulated duration from the date of commencement.
However, MoH said procuring entity’s employees, committee members, board members and their relatives (spouse and children) are not eligible to participate in the tender unless where specially allowed under Section 131 of the Act.
“Tenderers involved in corrupt or fraudulent practices or debarred from participating in public procurement shall not be eligible,” MoH said.

Cost of Tendering
The tender document shall be free of charge and tenderers will be allowed to review them free of charge before purchase.
Additionally, the Tenderer shall bear all costs associated with the preparation and submission of its tender.
Moh clarified it will not be responsible or liable for those costs, regardless of the conduct or outcome of the tendering process.
Documents Comprising the Tender
The tender prepared by the tenderer shall comprise the following components:
(a) Documentary evidence established in accordance with Clause 2.8 that the tenderer is eligible to tender and is qualified to perform the contract if its tender is accepted.
(b) Confidential business questionnaire.

Validity of Tenders
Tenders shall remain valid for 120 days or as specified in the invitation to the tender after date of tender opening prescribed by the Procuring entity, pursuant to paragraph.
A tender valid for a shorter period shall be rejected by the Procuring entity as nonresponsive.
In exceptional circumstances, the Procuring entity may solicit the Tenderer’s consent to an extension of the period of validity.
“The request and the responses thereto shall be made in writing. A tenderer granting the request will not be required nor permitted to modify its tender,” MoH said.
