The government, through the State Department for Social Protection and Senior Citizen Affairs, has announced the immediate transition of the Inua Jamii Programme to the e-Citizen payment platform.
In a statement signed by Principal Secretary Joseph Motari, the information was communicated through an official letter dated January 14, 2025, addressed to various regional, county, and sub-county coordinators and officers involved in children’s services, social development, and disability services.
“The State Department for Social Protection and Senior Citizen Affairs has embarked on the process of migrating all Inua Jamii beneficiaries to the e-Citizen-Mpesa payment platform,” the statement read.
This initiative, effective from the January 2025 payment cycle, will ensure all beneficiaries receive their stipends via the e-Citizen-Mpesa payment platform.
Government to Migrate Inua Jamii Fund Beneficiaries to E Citizen Platform
According to the PS, under the new system, beneficiaries will access their funds by dialing the USSD code *222# at any Mpesa agent.
This change mandates that all beneficiaries possess a registered Safaricom SIM card linked to their national ID.
Those without such registration are urged to promptly obtain and activate a Safaricom line to ensure uninterrupted receipt of their benefits.
“Inua Jamii payments for all beneficiaries will now be done through Mpesa as from the January 2025 payment cycle. All beneficiaries are required to have registered Safaricom lines that matches with their ID card and will be required to activate their Mpesa accounts to receive their funds,” said PS Motari.
He added, “Those beneficiaries without registered Safaricom SIM cards/lines are required to register and have their Mpesa activated at Safaricom/ MPESA agent.”
The PS also added that a comprehensive awareness campaign has been initiated to educate beneficiaries about these changes.

Communication strategies will include radio broadcasts, SMS notifications, and social media posters to reach the wide demographic of the Inua Jamii Programme recipients.
Principal Secretary Motari emphasized the importance of this transition, stating, “This move is not only about convenience but also about security and efficiency in disbursing funds to our vulnerable populations. We urge all stakeholders to assist in informing and guiding beneficiaries through this process.”
The initiative aligns with broader governmental efforts to digitize public services, enhancing transparency and reducing the logistical challenges associated with physical cash disbursements.
Other government services that have migrated to the e-Citizen platform
Beneficiaries and stakeholders are encouraged to seek further assistance from local coordinators who have been tasked with ensuring a smooth transition.
Besides the Inua Jamii Programme, several other government services have already been migrated to the e-Citizen platform.
These include immigration services such as passport and visa applications, NTSA services for vehicle and driving license management, health services for medical record access and claims, and social protection payments.

Additionally, services in research, foreign affairs for certificate authentication, railway services for ticket purchasing, and general services like land searches and vital records have also transitioned online.
This move aims to enhance efficiency, transparency, and accessibility, though it faces challenges such as cybersecurity and system reliability that require ongoing attention.
