PSC Shortlists 10 Candidates for CBK Deputy Governor Job

The Public Service Commission (PSC) has shortlisted 10 candidates for the position of Second Deputy Governor of the Central Bank of Kenya (CBK).

The said position has been vacant for seven years now in breach of the law. Moreover, the Apex bank’s management team should at any given time include the governor and two deputies.

Likewise, both deputies are recruited through a transparent and competitive process, after which the parliament will approve before being appointed by the President.

The CBK Act states: “There shall be two deputy governors who shall be appointed by the president through a transparent competitive process and with the approval of Parliament.”

Nonetheless, Sheila M’Mbijjewe has been serving as the lone deputy governor from June 2015 after the CBK board failed to renew the term of her counterpart Haron Sirma.

Furthermore, the shortlisted candidates include former Higher Loans Education Board CEO Charles Ringera, James Lopoyetum, Susan Koech, Micheal Mwebesa, Paul Muthaura and Munir Ahmed.

Others are Jeam Awinja, Gerald Arita, Rose Ngugi and Fredrick Oyugi.

The ten candidates for the CBK deputy governor’s role will appear before the Public Service Commission for interviews on December 13 and 14.

Politicians and salaried employees of public entities, except on a secondment basis, had been barred from applying for the position.

Directors, officers, employees, partners in or shareholders of banks or financial institutions were also not eligible for the role.

To be appointed for the job, one must meet the requirements of chapter six of the constitution, be a Kenyan citizen, be of recognized professional standing and hold a bachelor’s degree in either Economics, Finance, Banking, Law, or any other field relevant to CBK functions.

Moreover, the deputy governor shall hold a term of four years, however he/she is eligible for reappointment for another term.

In addition, the CBK deputy governor performs functions assigned by the Central Bank of Kenya governor. He or she is not allowed to have any other paid employment.

Nevertheless, Patrick Njoroge, who is currently serving his second and final four-year term that expires in June next year, is the current CBK governor.
