Everstrong Capital Kenya Limited has issued an update on the proposed Usahihi Nairobi–Mombasa Expressway project after the Public-Private Partnerships (PPP) Petitions Committee declined to uphold its petition on the evaluation of the project’s feasibility report.
In a statement released on Friday, May 8, following the decision, Everstrong Capital said it respects the institutional role of the Committee but argued that the ruling leaves significant questions of law, procedure, and investor treatment unanswered—creating continued uncertainty in the review of privately financed proposals.

The company noted that such uncertainty carries a real financial cost, saying it delays decision-making, increases transaction and financing costs, and ultimately places an added burden on Kenyans by making it more expensive to mobilize long-term private capital for critical infrastructure.
However, it said it remains committed to working collaboratively with the Government of Kenya to resolve areas of divergence and facilitate private investment in high-impact infrastructure solutions for the country.
“Following the recent decision by Kenya’s Public-Private Partnerships Petitions Committee regarding the Usahihi Nairobi–Mombasa Expressway, Everstrong Capital remains focused on constructive engagement and on advancing solutions that unlock private capital for Kenya’s infrastructure priorities,” the firm said.
“This matter should not be reduced to debates about which firms are subcontractors or co-developers, or to questions of who may contribute to administrative and procedural delays; it is about delivering a long-overdue national project by harnessing the best of the U.S.–Kenya relationship and the depth of expertise and financing it can mobilize.”

The firm added that it is continuing efforts to mobilize approximately $3.2 billion (Ksh 413 billion) in local and international financing to support the planned expressway.
“Everstrong Capital continues to actively organize approximately USD 3.2 billion in local and international financing and remains committed to working collaboratively with the Government of Kenya, within the country’s legal and institutional frameworks, to support a transparent, privately financed infrastructure solution for the country,” the statement read in part.
Everstrong also stated that it is prepared to advance the financing in a manner that supports the objectives of the National Treasury while ensuring the project remains privately financed and does not create an added financial burden or fiscal exposure for the Government of Kenya.
The feasibility report submitted to the Kenya National Highways Authority (KeNHA) sets out a proposal for a four- to six-lane expressway between Nairobi and Mombasa, designed to international standards, to be built and operated without sovereign debt or direct financial contributions from the Government of Kenya.

Usahihi Expressway is projected to deliver a number of benefits, including the creation of more than 50,000 jobs during construction and operations, with a strong emphasis on local content, skills transfer, and the participation of Kenyan contractors and suppliers.
The project’s privately financed PPP structure is also aligned with the objectives of Kenya’s National Infrastructure Fund, including the mobilization of long-term capital to deliver priority infrastructure efficiently and sustainably.
The expressway is expected to transform one of East Africa’s most important economic corridors by improving connectivity, enhancing road safety, and increasing trade efficiency.
