The Kenya National Highways Authority (KeNHA) has published a disclosure on the Nairobi-Mombasa (Usahihi) expressway Public-Private Partnership (PPP) road project.
KeNHA said it received a Privately Initiated Proposal (PIP) for the Design, Build, Finance, Operate, Maintain, and Transfer (DBFOMT) of the Usahihi Road Project under a PPP model.
The project covers a 459-km corridor from Mlolongo in Machakos County to Bonje in Mombasa County.
KeNHA stated that the Proposal was granted conditional approval to proceed to the Project Development Phase (PDP).
The Project Proponent undertook PDP activities and submitted feasibility study reports in May 2025 following the conditional approval by the PPP Committee.
According to the submissions, the Contracting Authority commenced the evaluation per the provisions of Section 43(9) of the PPP Act, 2021.
The Act mandates the Contracting Authority to evaluate all documents resulting from the PDP and thereafter submit its evaluation report to the Directorate for recommendations thereon to the PPP Committee for approval.
KeNHA said it collaborated with the PPP Directorate at the National Treasury and the PPP Committee to follow all necessary processes and procedures outlined in the PPP Act, 2021, while processing the Report.
Committee Decision on Usahihi Nairobi-Mombasa Expressway
The Authority notified the public that the PPP Committee, National Treasury and Economic Planning, delivered its decision during its 54th Ordinary PPP Committee meeting held on July 2, 2025.
KeNHA said the Committee determined that the proposal does not meet the relevant criteria and should be abandoned following Section 43(11)(c) of the PPP Act, 2021.

Restructuring and Resubmission
Additionally, the Committee directed that the Contracting Authority consider restructuring the Project to meet the evaluation criteria by expanding the existing AB highway.
The proposal may then be resubmitted to the Committee for a fresh determination in line with Section 43(12) of the PPP Act, 2021.
KeNHA said the disclosure is therefore made in line with the provisions of the PPP Act, 2021, the Circular dated April 24, 2025, on Public Disclosure Requirements on PIPs, and in line with the Government of Kenya’s desire for transparency in all its initiatives.

Further, KeNHA said the disclosure is made to notify members of the public of the decision of the PPP Committee on the PIP submitted by Everstrong Capital Kenya Limited (Usahihi).

KeNHA stated that it remains committed to strictly adhering to the provisions of the PPP Act, 2021.
Besides, it assured the public that it would endeavour to abide by the Act.
