Francis Meja is the newly nominated Chairperson of the Public Service Commission (PSC) by President William Ruto.
He currently serves as a Member of the Public Service Commission, a position he has held since January 2025.
Francis Meja’s Early Life and Education
Francis Meja was raised in the Kimuka area in Ewuaso Kedong ward, Kajiado county.
For his secondary education, Meja attended Narok High School.
He then earned his Bachelor of Arts (BA) in Economics and Public Administration from the University of Marathwada in India.
He holds a Master of Business Administration (MBA) in Strategic Management from the University of Nairobi.

Francis Meja Career Background
He previously held several senior executive roles, including as the founding Director-General of the National Transport and Safety Authority (NTSA).
His public service experience also includes serving as a Council Member of Murang’a University of Technology and as the Registrar of Motor Vehicles in the Ministry of Transport.
In addition to his public sector experience, Meja has over 15 years in banking and financial services.
Meja served as the Director-General of the National Transport and Safety Authority (NTSA) from 2014 until early 2020, a period during which he oversaw the automation of the agency’s operations, including the rollout of the Transport Integrated Management System (TIMS).
After leaving NTSA, he entered elective politics and sought the United Democratic Alliance (UDA) nomination for the Kajiado gubernatorial seat in the August 2022 General Election, but lost in the party primaries to Katoo ole Metito, who garnered 72,679 votes.

In November 2023, Mr. Meja shifted to the education sector following his appointment by the former Education Cabinet Secretary Ezekiel Machogu as a member of the Council of Murang’a University of Technology for a three-year term, effective November 10, 2023.
He has held various management positions at Equity Bank Kenya PLC and the Housing Finance Company of Kenya (HFCK).
Francis Meja Roles as PSC Chairperson
If he is approved by the parliament after President Ruto’s nomination, his roles will include:
- Chairing Commission Board meetings.
- Being the spokesperson for the Commission.
- Working closely with the Commission Secretary to ensure that at all times the Commissioners are fully facilitated to perform their duties.
- Establishing the agenda for Commission meetings in consultation with the Commission Secretary.
- Ensuring that the Commission’s decisions have been implemented.
- Ensuring that the business of the Commission is well organized and that the Commission discharges its duties smoothly and efficiently.
