The Electoral Commission of Uganda has condemned the violent confrontations that occurred in Gulu on Saturday, December 6, 2025.
According to a statement, the commission described the incident at Robert Kyagulanyi Ssentamu’s rally as unfortunate and uncalled for, particularly following the meeting of all agents of presidential candidates.
“The Commission condemns the violent scenes surrounding candidate Robert Kyagulanyi Ssentamu’s campaign rally while in Gulu on 6th December 2025. As we await investigations into the incident to establish the root causes, the Commission wishes to state that this was unfortunate and uncalled for, especially coming just days after the meeting of all agents of Presidential candidates and the Uganda Police Force, to iron out any issues, with all those in attendance committing to peaceful conduct in accordance with the law,” read part of the statement.
In addition, the Commission called on the police to investigate the circumstances that led to Saturday’s confrontation and to ensure that those responsible are held accountable under the full force of the law.
The Electoral Commission Call for Action to Uganda
Justice Byabakama Mugenyi Simon, the Chairperson of the Electoral Commission, called on all stakeholders to act peacefully and in accordance with electoral laws, highlighting that this will enable Ugandans to participate in free, fair, and credible elections.
“Violence is inconsistent with the Commission’s enduring calls on all stakeholders to act peacefully and in accordance with electoral laws to enable Ugandans to have free, fair, and credible elections,” read the statement
According to the commission, a duly nominated Presidential candidate is free to traverse any part of Uganda to campaign, provided they act in line with the law and the Electoral Commission’s guidelines.

The commission also called on the police to investigate the incident and ensure that those responsible are held accountable under the law.
“The Commission calls on the police in Uganda to investigate the circumstances that led to Saturday’s confrontation and ensure that those responsible are subjected to the full force of the law,” read part of the statement.
Additionally, the commission urged law enforcement agencies to exercise restraint and use proportionate, lawful, and humane means to enforce compliance with electoral laws and guidelines.

Bobi Wine’s Campaign Incidents in Gulu
Uganda’s opposition candidate Bobi Wine stated that he was beaten on Saturday alongside his aides and supporters by security forces while campaigning in Gulu ahead of the country’s presidential election on January 15, 2026.
He is the leading opposition candidate challenging President Yoweri Museveni for the second time, after coming second in the 2021 election.

In posts on his X account late on Saturday, Wine said he was hit in the face with a cane and that other supporters were also beaten and had to be hospitalized, as they approached a campaign venue in Gulu.
“Criminals in police and military uniform attacked us with sticks and stones and started beating up our people,” he wrote on X.
“One of the thugs hit me with a stick on the face… several comrades are hospitalized, “said Bobi.
