The Ministry of Public Service Performance and Delivery has invited sealed tenders from eligible insurance underwriters to provide a Comprehensive Medical Insurance Scheme for Civil Servants.
In a notice on June 18, 2024, the ministry announced that all qualified and interested Insurance Underwriters who offer medical insurance services are invited to bid on the tender.
The Tender No. MPSP&DM/OT/011/ 2023-2024 requires a bidding amount of Ksh50 million

How to Bid for the Tender in the Public Service Ministry
For any clarifications or communications interested bidders are advised to contact Head, Supply Chain Management, at Telposta Towers, 2nd Floor, P.O Box 30050-00100, or call via the telephone: +254 020 2252299, or Email: info@psyg.go.ke.
“Completed tender document in plain sealed envelopes clearly marked with tender name and number should be addressed to Principal Secretary State Department for Public Service PO Box 30050-00100-NAIROBI and deposited in the Tender Box situated at Telposta Towers, 2nd floor on or before Thursday, 4th July 2024 at 11.00 am,” read part of the notice.
Tenders will be opened immediately after the deadline date and time specified above or on any deadline date and time that may be specified later.
Furthermore, they will be publicly opened in the presence of the Tenderers’ designated representatives who choose to attend at the address mentioned.
All interested bidders are required to continually check the Departments website www.psyg.go.ke/ tenders.go.ke for any tender addenda and clarifications that may arise before the submission date.

Eligibility of the Tender
“A Tenderer may be a firm that is a private entity, a state-owned enterprise or institution subject to Invitation to Tender (ITT) or any combination of such entities in the form of a joint venture (JV) under an existing agreement or with the intent to enter into such an agreement supported by a letter of intent,” the tender document read.
Also to note, only Insurance service providers registered by Insurance Regulatory Authority are eligible to tender and sign contracts.
Furthermore, Public Officers of the Procuring Entity, their spouse, child, parent, brother, sister, child, parent or sister of a spouse, their business associates or agents and firms/organizations in which they have a substantial or controlling interest shall not be eligible to tender or be awarded a contract.

About the Medical Cover
The Medical scheme will cover all employees of the public service who have been recruited through the Public Service Commission, Teachers Service Commission, the National Police Service Commission and any other service that the Cabinet Secretary determines to be public service as per the law.
In the 2024/2025 budget, Ksh2 billion was allocated to take care of the medical insurance for the National Police Service.
Comprehensive Medical Insurance Scheme for Civil Servants (CMSCS) was part of NHIF and provided medical insurance to civil servants and their eligible beneficiaries.
The scheme also enabled civil servants to enjoy inpatient treatments without any limits in government, missions, and some private hospitals.
However, civil servants, county governments, police, prisons, and other state agencies offering comprehensive cover through NHIF were excluded from the new SHIF scheme.
