President William Ruto has given the green light for the promotion of 128 National Government Administration Officers (NGAO) who were previously ineligible due to age.
Speaking during the graduation Ceremony of National Government Administration Officers, on June 13, 2025, the president said that the promotions will take place after completion of their paramilitary training.
“I have been informed that 128 officers were excluded from promotion due to their age, while their colleagues were advanced. After completing their training, they should be promoted to catch up with their colleagues,” he said.
Additionally, 300 officers who missed out on paramilitary training due to limited availability will now join the program. The President urged the Ministry of Interior to liaise with his office to ensure they undergo the training.
Promotions of Officers
For officers who did not complete the three-month training, the President assured that his administration will provide the necessary resources to enable them to finish the program.
He called on the National Government Administration Officers (NGAOs) to support his efforts in building a united nation.
The graduation marked the completion of training and skills development for over 800 Assistant County Commissioners (ACCs).

Ruto Speech to NGAOs
In his speech, Ruto stated that Diploma in Public Administration course will help the officers to remain relevant, embracing a culture of adaptability, of continuous learning, unlearning, and relearning.
He also stated that the relevant skills they acquired will help them remain resilient in a 21st-century public service.
“To extend upskilling and training to every level of the National Government Administration, more targeted initiatives are being rolled out. I am aware that plans are underway to induct chiefs and assistant chiefs into a Security Management Course, targeting 8,000 officers,” Ruto said.

Role of Village Elders
Similarly, he said that the Ministry of Interior and National Government Administration has finalized a policy framework to define the role of Village Administrative Elders.
This policy will formalize and decentralize National Government functions to the village level, making service delivery more efficient, inclusive, accessible, and community based.
“The recognition of Village Administrative Elders will be instrumental in bridging the last mile of governance and enhancing accountability at the grassroots,” Ruto added.
