Collins Leitich has been making headlines after news that he had established a Police station broke. A police report made public on Saturday, March 8, indicated that Leitich, better known as “Chepkulei” or “General”, had established Cheboror Patrol Base and painted it with National Police Service (NPS) colors.
Questions have since emerged about how the mysterious businessman established a Police base without following the laid down procedures, which include approval by the County security committee, the Inspector General of Police (IG) and eventually a gazette by the Ministry of Interior Cabinet Secretary.

But General isn’t your ordinary businessman. A closer look at his social media pages reveals that he is a larger-than-life towering figure who moves with the air of a high-ranking government official, with no proof that he is one.

He has also been seen in high-profile parties with celebrities including Ugandan socialite Zari Hassan, with the businessman crafting an image of power and influence.
In one of the viral videos, he is seen mingling with officers and rolling like one, with police escorts clearing traffic for him as he speeds to the Eldoret International Airport.
In addition, suited men resembling elite security personnel are seen flanking Chepkulei as he steps out of a high-end vehicle and treating him like a top government official in another clip.
The businessman back in 2022 made headlines after spending over Ksh250,000 on an all-white party attened by Zari Hassan.
General further claimed to have met the Ugandan socialite multiple times in Kenya, Uganda, and South Africa, all in the name of “empowering young entrepreneurs”.
Chepkulei speaks after exposé
In an interview with The Standard on Monday, Leitich claimed that he had the backing of top Police bosses after he was accused of establishing Cheboror Patrol Base within Cherus trading Centre in Kesses constituency and painting it with NPS colors.

He dismissed reports that he had been arrested, further alleging that a representation of senior Police officers was present during the launch and painting of the base on Wednesday last week.
“I sought the guidance of the Regional Commander, and he told me if we get a permanent building for officers, the police service will give us officers,” Chepkulei claimed.
While saying that he decided to set up the patrol base after several criminal activities rocked the area in recent months, the businessman expressed that he was shocked to learn that police officers who had given the greenlight for the establishment of the patrol base were accusing him of setting up an illegal post.
General said he was only a well-wisher helping a community that was choking under criminal activities, including burglary and livestock theft.
He further claimed that he had offered his Toyota Probox car to the Police which he was to officially hand over on the same day it was reported that he had established a Police station.
Cherus, a bustling trading centre located along Nabkoi-Lessos-Kapsabet road, has no Police post.
The nearest police station is Kamuyu located at least 6 kilometers away and riddled with impassable road networks.
