The Teachers Service Commission (TSC) has outlined seven key factors that will be used to evaluate teachers seeking promotion across all grades, with the aim of ensuring a fair, transparent, and merit-based selection process.
According to the Commission’s promotion guidelines published on its website, all shortlisted candidates will be assessed using a standardized scoring guide.
The criteria are designed to recognize academic achievement, professional experience, performance, and additional responsibilities undertaken by teachers.
Below are the seven factors TSC will consider during the promotion process:
1. Academic Qualifications
Teachers with higher academic qualifications will receive more marks during the promotion process.
The Commission says this criterion recognizes teachers who have continued to advance their education and professional knowledge.
2. Acting Capacity
Teachers currently serving in acting or performing capacities will earn additional marks.
This includes teachers acting as:
- Head of Institution
- Deputy Head of Institution
- Senior Master
- Senior Teacher
The additional score recognizes teachers who have taken up leadership responsibilities before receiving substantive appointments.
3. Length of Stay in One Grade
The Commission will also consider how long a teacher has served in their current job grade.
Teachers who have remained in the same grade for a longer period will receive higher scores than those who have spent fewer years in the grade.
The criterion is intended to give priority to teachers who have waited longer for promotion.
4. Teacher Performance Appraisal and Development (TPAD)
TSC will use teachers’ average TPAD ratings for the last three years when assessing promotion applications.
Teachers with consistently high appraisal scores will receive additional marks.
However, the Commission noted that this criterion will not apply to Curriculum Support Officers (CSOs).

5. Seniority and Teaching Experience
Length of service in the teaching profession will also influence promotion scores.
Teachers with more years of experience and greater seniority in the teaching service will receive incremental marks under this criterion.
6. Other Professional Assignments
Teachers who have undertaken additional professional assignments outside their normal classroom duties will also receive extra marks. These include co-curricular activities, which will also be awarded depending on the levels of participation, like national, regional, or county.
These assignments also include work carried out for:
- Kenya National Examinations Council (KNEC)
- Kenya Institute of Curriculum Development (KICD)
- Ministry of Education (MoE)
- Kenya Institute of Special Education (KISE)
- Kenya Education Management Institute (KEMI)
- TSC Teacher Induction, Mentorship, Coaching and Curriculum-Based Competency (TIMEC)
- Competency-Based Curriculum (CBC) training activities
Teachers will also earn marks for participating in co-curricular activities, with scores awarded based on the level of participation.
Those involved in national, regional and county-level activities will receive marks in line with the Commission’s promotion guidelines.
According to the Commission, the additional marks recognize teachers who have contributed to national education programmes and professional development initiatives.
7. Age
The Commission will also award marks based on a teacher’s age, as provided in the promotion scoring guide.
According to the scoring sheet, older teachers receive higher scores under this criterion, with the marks increasing across the prescribed age brackets.
TSC said the standardized scoring guide will be applied to all shortlisted candidates to ensure the promotion process is fair, transparent, and based on merit.
The Commission will use the six criteria to rank applicants before making promotion decisions across the various teaching grades.

How TSC Interviews and Scores Teachers for Promotion
TSC will conduct promotion interviews at the Sub-County, County and Regional levels, depending on the position a teacher has applied for.
Sub-County Selection Panels will interview all primary school teachers, including Head Teachers, Deputy Head Teachers and any other positions assigned by the Commission.
County Selection Panels will conduct interviews for post-primary school teachers, including Deputy Principals and other positions designated by TSC.
Meanwhile, Regional Selection Panels will interview secondary school principals, Teachers Training College (TTC) principals, Curriculum Support Officers (Regular and Special Needs Education), and other positions determined by the Commission.
During the interview, each panel member will award marks for every section as the interview progresses.
The actual score for each section will be calculated by averaging the marks awarded by all panel members.
A candidate’s final score will be obtained by adding together the actual scores from all sections of the interview.
