Russian Foreign Ministry Spokeswoman Maria Zakharova has claimed that US representatives have launched a recruitment campaign in the Philippines aimed at recruiting local citizens to fight alongside the Ukrainian armed forces.
In a statement on November 27, Maria Zakharova added that individuals who sign the contracts are being issued Schengen work visas through the consular section of the German Embassy in Manila.
“According to incoming information, US representatives have launched a campaign in the Philippines to recruit local citizens to fight on the side of the Ukrainian armed forces,” she said.
“The American company RMS International, based in Florida, is recruiting candidates. Preference is given to former employees of the Philippine police and security agencies and retired military personnel.”
The allegations emerge even after US President Donald Trump released a 28-point draft, seeking to end the Russia-Ukraine war.
Under the plan, it was revealed that the framework for ending the war would involve Kyiv making significant concessions, including giving up certain territories and limiting its military capabilities.
Russia warns European troops in Ukraine
Russia has also reiterated that NATO membership for Ukraine is unacceptable, amid ongoing discussions over the US-brokered peace plan.
Maria Zakharova said NATO’s efforts to integrate Ukraine into its structure pose a threat to Moscow.
Deputy Foreign Minister Alexander Grushko added that the presence of foreign troops in Ukraine is “absolutely out of the question.”
“We see that NATO and EU countries are pursuing a policy of maximum tension in the Baltic region,” he said.
“The Baltic Sea, once the most peaceful region in Europe, with various regional associations dedicated to fostering cooperation, numerous bilateral visa-free regimes, and free movement across borders, has now become a zone of confrontation. NATO and EU countries openly say that the Baltic Sea should become an internal NATO sea.”

Speaking on Russia’s geopolitical concerns in the region, Alexander Grushko warned about Western influence in neighboring areas.
“We are also seeing increased efforts by Western countries in Central Asia and the South Caucasus. The goal is clear. No matter how well-intentioned this policy may sound, in reality, it aims to sever the historical ties between Russia and the states of the South Caucasus and Central Asia and weaken the CSTO and the EAEU as much as possible,” Grushko said.

EU Military Plan Against Russia
At the same time, Russia’s Deputy Foreign Minister Alexander Grushko said the European Union (EU) is positioning itself for a potential direct military confrontation with Russia.
Speaking at a meeting of the Expert Council of the State Duma Committee on International Affairs on November 27, Grushko added that Russia’s relations with European countries are currently in a state of deep crisis.
“The core of the military policy pursued by NATO countries and the European Union, which has subordinated itself to the alliance, is to prepare the economy, infrastructure, logistics, society, and military for a direct armed conflict with Russia,” Grushko stated.
“By demonizing Russia, they are promoting the idea that a military conflict is inevitable unless Moscow suffers a strategic defeat.”
