TSC Announces When It Will Advertise Vacancies for Promotion of 34,000 Teachers

The Teachers Service Commission (TSC) has revealed when it will advertise more than 34,000 teacher promotion vacancies.

Speaking during the 40th anniversary celebrations of St. George’s Girls Secondary School, TSC Chairperson Dr. Jamleck Muturi announced that the Commission will advertise more than 34,000 teacher promotion vacancies next week, while also transitioning 20,000 Junior Secondary School (JSS) teachers to permanent and pensionable terms.

Muturi said the latest promotions build on the government’s recruitment of 100,000 teachers and the promotion of 270,000 others over the past three years.

“To the teachers of the whole country, because of the pragmatic leadership of His Excellency the President, the government has been able to employ 100,000 teachers. The government has been able to promote 270,000 teachers. And next week we are advertising the promotion of over 34,000 teachers,” he said. 

The promotions will target teachers serving in grades C2, C3, D1, D2, D3, D4, and D5. 

Muturi said all these measures are meant to ensure that teachers are motivated, which will in turn benefit teachers.

TSC Chair, Muturi Details KSh2 Billion Teacher Promotion Plan and JSS Confirmation

Speaking during the closing ceremony of the 49th KESSHA Annual National Conference of Principals in Mombasa, Muturi disclosed that the government had set aside KSh2 billion for teacher promotions and announced plans to advertise more than 30,000 vacancies by August.

“Ksh2 billion has been allocated to the promotion of teachers. By August, we are going to advertise the promotion vacancies, and we are going to promote more than 30,000 teachers from grade 4, I mean D4, D5, D3 to D4, all the way to C2,” he said.

“That’s not a mean achievement, and it is out of the government’s desire to motivate our teachers that the promotions have been very forthcoming.”

He added that the promotions will be based on merit, performance, and years of service, while also considering teachers who have remained in the same job group for extended periods to address career stagnation and ensure equitable career progression across the teaching service.

At the same time, the TSC chair confirmed that funding had also been allocated to absorb 20,000 JSS teachers on permanent and pensionable terms.

“The government also has set aside money to convert 20,000 JSS teachers to permanent and pensionable terms. So this is all meant to ensure that the teachers are motivated, because when you have a motivated teacher, we will have a motivated learner, and the students will perform well,” he said.

Education Budget

The announcement comes after the government increased funding for the education sector in the 2026/27 Budget, unveiled on June 11, 2026.

The government approved a KSh4.2 trillion budget, with the education sector receiving the largest share at KSh784.5 billion.

Of the allocation, the Teachers Service Commission will receive about KSh424 billion to cater for teacher salaries and recruitment, up from KSh290 billion in 2022.

The funding is intended to support the recruitment of more teachers and address staffing shortages in public schools.

Basic education was allocated KSh136.6 billion, while higher education will receive about KSh163.9 billion. Technical and Vocational Education and Training (TVET) institutions have been allocated KSh58.5 billion.

The government also increased funding for key education programmes, allocating KSh7 billion for Free Primary Education and KSh54.6 billion for Free Day Secondary Education.

In addition, JSS capitation was allocated KSh30.7 billion, bringing the total capitation funding for schools to KSh85.3 billion.
