Ruto Appoints Former DCJ Baraza, Faith Odhiambo & Citizen TV’s Franklin Wallah to Govt Roles

President Wiliam Ruto has appointed former Deputy Chief Justice Nancy Baraza to head the taskforce of Gender Based Violence.

In a gazette notice dated January 10, President Ruto constituted the taskforce based on rising cases of Gender Based Violence in the country.

“That for such egregious violations pose a threat to our national security as well as strain the nation’s social fabric, For reasons wherefore, I William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, in exercise of the powers conferred on the Head of State and Government by the Constitution and the laws of the Republic of Kenya, do: (a) Establish Technical Working Group Gender-Based Violence (GBV) Including Femicide, to assess, review, and recommend measures to strengthen the institutional, legal and policy response to GBV and Femicide in the country,” read the notice.

Other notable individuals appointed to the task force include Citizen TV journalist Franklin Wallah and Law Society of Kenya President Faith Odhiambo. The two will serve as members of the task force.

Ruto forms taskforce to mitigate rising cases of GBV

Additionally, the Head of State appointed the following individuals as members of the task force:

  2. Ruth Aura Oduhambo (Dr.)
  3. Linah Kilimo
  4. Edna Ngare Ngene (Dr.)
  5. Linda Musumba (Dr.)
  6. Nobert Talam
  7. Michael Kariuki
  8. Charles Ismael Otieno
  9. Diana Christine Nanjala
  10. Peter Mwangi Kamau
  11. Anthony Nzioki
  12. Surum Ipato Korema
  13. Anne Ngetich
  14. Wangui Kanja (Dr.)
  15. James Nombi
  16. Kizito Wangalwa
  17. Harleen Kaur Jabbal
  18. Bashir Isaak (Dr.)

President Ruto appointed joint secretaries, including Caroline Jerono Kibiwott, Jessica Achieng Omundo, Geoffrey Rotich, and Baldwin Anyiga.

Additionally, the head of state established a secretariat consisting of Rosemary Muriungi, Kepha Onyisa, and Philomena Loitarengan.

Roles of the Technical Working Group

According to the notice, some of the tasks for the Technical Working Group shall include:

(a) Co-opting individuals deemed necessary or beneficial for effectively carrying out its functions.

(b) Conducting public hearings and/or receiving information privately, when necessary.

(c) Organizing meetings, forums, or consultations at appropriate locations and times for the proper execution of its mandate.

(d) Initiating studies or research or obtaining advice to inform or assist the Task Force in its mandate.

(e) Reviewing and considering reports, judgments, or findings related to past or ongoing cases of Gender-Based Violence (GBV) and Femicide.

(f) Examining official reports, policies, legislation, or other relevant documents regarding GBV and Femicide.

(g) Inviting written submissions and memoranda from members of the public.
