The office of the Prime Cabinet Secretary Musalia Mudavadi has announced the registration of pre-qualified suppliers of goods, services and works for the financial year 2024-2025/2025-2026.
In a notice on July 9, the State Department for Parliamentary affairs noted that the registration opportunity aims to involve businesses in providing goods, services, and as needed for the upcoming financial year.
“The State Department for Parliamentary Affairs invites applications for registration of suppliers for goods, services, and works in accordance with Section 71 of the Public Procurement and Asset Disposal Act, 2015,” reads part of the notice.
Further, interested suppliers and applicants are invited to apply for the registration, indicating the goods, services and works they would wish to supply.

The tenders available included the supply and delivery of various items like office stationery, computers, printers, corporate uniforms, cleaning materials, electronics.
Other Products for Supply
Furthermore, among other items listed were the supply and delivery of general office stationery for the AGPO group, computers and electronics for the open to any group, printing services and branding, corporate uniforms, cleaning materials, motor vehicle spares, software licenses, and computer consumables both open to AGPO group and any other group.

Further, the registration covered services such as cleaning, fumigation, maintenance for electronic devices, catering, event organization, repairs of furniture, training, asset management services, web design, consultancy, and building repairs.
The different categories were open to various eligible groups, ensuring a wide range of opportunities for businesses to participate in providing goods, services, and works
Further, interested bidders were advised to download registration document from the Public Procurement Information portal www.tenders.go.ke, or www.parliamentaryaffairs.go.ke free of charge.
Additionally, the closing date to register is July 23, 2024, at 11:00 AM. After that, registration papers will be opened in front of the bidders’ representatives at the PS Boardroom on the first floor of Kenya Railways Headquarters, Block “A”.
Also to note, complete registration documents must be submitted in plain sealed envelopes, clearly marking the tender number.
Mudavadi Office Question
This comes amid rising concern over the constitutionality of Mudavadi’s office. President William Ruto created the office of the Prime Cabinet Secretary in 2022 after winning presidential contest.
Aside, a section of leaders is pushing for the abolishment of the Office of the Prime Cabinet Secretary since its illegal and unconstitutional.
For example, Kakamega Senator Boni Khalwale asked the President to abolish the office among other unconstitutional offices gobbling taxpayers’ money.
“Mr President, dissolve your cabinet and reconstitute it. Mr President, disband offices outside the Constitution, including Chief Administrative Secretary (CAS), including Prime Cabinet Secretary, including the Offices of the First Lady,” Khalwale said during a Senate Sitting.
However, the National Dialogue Committe (NADCO) report which was tabled in the National Assembly on 7th December 2023, recommended the establishment and entrenchment of an Office of the Prime Minister in the Constitution as a means of coordination of functions of the Executive arm of Government.
