Cabinet Secretary for Education Julius Ogamba has stated that junior school heads are to initiate requests for further review of Grade 10 placements to ensure unhindered access to education and optimal utilization of resources.
In a statement on January 2, CS Ogamba stated that requests for placement reviews can also be submitted through the senior school of interest.
“In order to ensure unhindered access to education and enhance optimal utilization of available resources while addressing genuine outstanding placement needs, requests for further review may be initiated through the learner’s Junior School or at the Senior School of interest. The requests shall be submitted by the Head of Institution through the placement portal,” read the statement.
Additionally, Ogamba reminded learners and parents that they can submit their applications between January 6 and January 9, 2026.
CS Ogamba On Placement Statistics
According to the CS, Julius Ogamba, on December 30, a total of 355,457 applications for placement review were received.
Of these, 211,636 applications were approved, while 143,821 applications were declined.
The majority of the declined applications were due to the lack of available subject combinations or insufficient capacity in the selected schools.
“We received an unprecedented number of review requests, and while many learners secured their preferred placements, some schools experienced overwhelming demand,” said CS Ogamba.
The Ministry confirmed that, following both the initial placement and the first review, 88% of learners have been placed in line with their selections, either original or revised.

Govt Releases School Capitation
The Education CS has stated that the government has released Ksh44,245,066,500.85 to cover Term One capitation for public basic education institutions.
Of this, Ksh3.7 billion is allocated to free primary education, Ksh14.4 billion to free day junior school education, and Ksh26.1 billion to free day secondary education.
Grade 10 learners are expected to report to their respective senior schools from January 12, 2026, following the reopening of all basic education schools on January 5.

The Ministry’s field officers, under the guidance of the Regional Directors of Education and the County Directors of Education, will monitor adherence to the academic calendar as schools reopen.
CS Ogamba reiterated that school heads must use the funds prudently and avoid imposing any extra levies or fees, warning that misappropriation of public resources will be dealt with firmly.
He stressed that the capitation rate for senior school learners remains at Ksh22,244 per learner per year, in line with the Ministry’s circular dated January 2, 2026, ensuring continuity in financing and equitable access to education across the country.
