The Salaries and Remuneration Commission (SRC) has approved a review of basic salaries and leave allowances for civil servants in the national government, with changes set to take effect from July 1, 2025.
The approval, made during the commission’s 691st meeting on December 19, 2025, covers Phase I of the fourth remuneration and benefits review cycle for 2025-2029.
The letter outlining the revised pay structure was officially received by the State Department for Public Service and Human Capital Development on December 22, 2025.
Implementation of the revised salaries is expected to cost the government Ksh2.07 billion for the 2025/2026 financial year.
“The Salaries and Remuneration Commission (SRC) in its 691 meeting held on 19 December 2025 deliberated and approved review of Leave Allowance and Basic Salary for the civil service in the national government for Phase I of the 4 remuneration and benefits review cycle,” read part of the statement.
SRC Approves Salary and Leave Allowance Review for Civil Servants
The approved Basic Salary structure and Leave Allowance should be implemented with effect from 1 July 2025, at a cost of Ksh2,065,701,510 for the Financial Year 2025/2026.”
Under the revised structure, officers in Job Group CSG4 will earn between Ksh185,690 and Ksh396,130, with a leave allowance of Ksh140,600 per year.
Those in CSG5 will receive between Ksh155,930 and Ksh292,490, with a Ksh120,000 annual leave allowance, while CSG6 staff will earn between Ksh113,430 and Ksh185,690, with leave allowances ranging from Ksh12,000 to Ksh28,000 depending on their grade.
For mid-level officers, CSG7 staff will earn between Ksh94,120 and Ksh142,590, and CSG8 officers between Ksh59,010 and Ksh103,440, with leave allowances ranging from Ksh8,000 to Ksh35,000.
CSG9 officers will earn between Ksh47,900 and Ksh67,750, while CSG10 staff will receive between Ksh43,200 and Ksh59,010, both with leave allowances of up to Ksh10,000 per year.

Lower-level staff will also benefit from the revisions. CSG11 officers will earn between Ksh36,200 and Ksh47,900, CSG12 between Ksh30,400 and Ksh38,880, CSG13 between Ksh27,200 and Ksh34,950, and CSG14 between Ksh22,340 and Ksh28,240, with leave allowances of between Ksh4,000 and Ksh6,500.
The entry-level civil servants in CSG15, CSG16, and CSG17 will receive basic salaries ranging from Ksh18,700 to Ksh26,250, with leave allowances of between Ksh3,000 and Ksh6,500.
House allowances will vary depending on location, with Cluster 1 covering Nairobi, Cluster 2 including Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, Malindi, and Kitale municipalities, and Cluster 3 covering all other areas.
Commuter allowances and a Salary Market Adjustment have also been included to reflect market conditions and statutory guidelines.

Salaries of Govt Employees to Change as Taskforce is Formed
In October, Cabinet Secretary for Public Service, Human Capital Development, and Performance Management Geoffrey Ruku announced the formation of a task force to address disparities in salaries across the public sector.
According to his announcement, the team, which included representatives from the Salaries and Remuneration Commission (SRC), the State Department for Public Service and Human Capital Development, and the Public Service Commission (PSC), already begun work on salary harmonization.
“There’s no reason why individuals with the same qualifications in different government entities — for instance, within the Ministry of Agriculture and a state agency for example Kengen— should earn varying salaries,” said Ruku.
“While there may be justifications, there must also be fairness and equity, which lie at the heart of our Constitution.”
CS Ruku added that the Constitution upholds equity and public participation as guiding principles in governance, adding that all public officers, whether serving in ministries, state agencies, or county governments, deserve fair and equitable compensation.
