Interior Cabinet Secretary Kithure Kindiki has criticized the ‘One Man, One Shilling, One Vote’ revenue sharing formula arguing that its proponents do not understand its implications for Kenya’s future and its long-term impact on the regions they claim it will benefit.
In a statement on Friday, June 7, the Interior CS noted that the proposal lacks concrete basis and asserted that it is bound to fail. He also took issue with the choice of the word ‘man’ in the proposed formula, arguing that it gender insensitive.
“The cliché is neither a scientific principle nor an economic model of any kind,” Kindiki said.
“It is a mantra picked from casual banter and will fall flat when juxtaposed with the constitutional ideals and values upon which our nation is founded,” he added.
Moreover, Kindiki emphasized that every part of Kenya deserves prosperity, not at the expense of any other region but as part of a unified whole.
“The destiny and success of Kenya is inextricably linked to the destiny and success of each part of Kenya. One Nation, one Flag, one People,” he stated.
The discussion on One Man, One shilling Formula has elicited reaction across different political parties including the ruling party.

One Man, One shilling Formula clashes
Public Service Cabinet Secretary Moses Kuria, for example, has publicly clashed with the Deputy President, Rigathi Gachagua after his public sentiments on the revenue sharing debate.
He criticized Deputy President Rigathi Gachagua’s stance on the ‘one man, one vote, one shilling’ revenue-sharing formula arguing that those in government had the power and capacity to implement the formula as opposed to just speaking in public events.

Speaking during a church service in Embu on May 12, Gachagua had expressed his support for the revenue-sharing plan that was proposed by former President Uhuru Kenyatta.
In response, Moses Kuria stated that he would not deceive the people of the Mt Kenya region about the revenue formula, adding that several individuals from the region hold senior government positions which they can use to influence the change needed.
“This is why I will not lie to the people of Mt Kenya region about one man one vote one shilling,” Kuria said.

Raila’s Stand on the Formula
This comes barely a day after Azimio leader Raila Odinga declared his support for the ‘one man one vote one shilling’ revenue distribution formula push.
Speaking in a presser on Thursday, June 6, Raila said the formula seeks to ensure fair distribution of resources among the 47 counties.

He further insisted that the formula does not target specific regions as speculated by some people.
“It is not a question of discrimination; we want to ensure that each and every Kenyan gets a fair share of resources created by our sweat,” Raila said.
He emphasized that the formula would ensure fairness for every Kenyan, adding that this is why it was included in the Building Bridges Initiative (BBI) bill.
“We want to ensure that every Kenyan is fairly treated, which is why we agree with the phrase ‘one man, one vote, one shilling.’ I totally agree with it. I’m not a populist, and I speak my mind openly,” Raila said.
