The Uganda Electoral Commission (EC) has officially addressed claims by Robert Kyagulanyi (Bobi Wine), the National Unity Platform (NUP) flagbearer for the 2026 Presidential Elections, regarding alleged irregularities in the National Voters Register (NVR).
The statement dated December 28 follows Kyagulanyi’s citation of instances in which two Voter Location Slips were issued to an individual named Matovu Ronald, suggesting that the Commission allowed multiple registrations to facilitate fraudulent voting.
“The Electoral Commission has noted a statement circulating on the social media platform X by Mr. Kyagulanyi Robert Ssentamu, the flag bearer of the National Unity Platform (NUP) in the 2026 Presidential Elections, alleging irregularities in the National Voters Register (NVR),” read part of their statement.
Distinct Individuals Confirmed by the Commission
The Commission clarified that the two voter slips referenced by Mr. Kyagulanyi belong to separate individuals registered in different electoral areas.
“While the voters share similar names and dates of birth, they are clearly distinguishable by their unique photographs,” said Justice Byabakama Mugenyi Simon, Chairperson of the Electoral Commission.
The claims suggesting otherwise were described as false and misleading.

The electoral commission also warned the public against sharing personal voter information online, which violates data protection and privacy laws.
“We will not publish the photographs or personal details of the affected voters,” Justice Byabakama added.
Biometric Verification Ensures One Person, One Vote
According to the statement, the Commission confirmed that the Biometric Voter Verification System (BVVS) requires fingerprint or facial recognition before issuing a ballot.
“Without successful biometric verification, a voter will not be issued with a ballot paper,” the Chairperson explained that the system is designed to ensure that each voter casts only one vote.
Access to the Voters Register Clarified
In addition, the electoral commission addressed allegations that it withheld the final National Voters Register from Presidential candidates.

“Presidential candidates received a soft copy of the Voters Register immediately after nomination, in full compliance with the Electoral Commission Act,” Justice Byabakama confirmed.
Hard copies will be issued two weeks before polling day, as required by law.
The Commission encouraged candidates to use official channels to verify information or raise concerns about the electoral process.
Additionally, the electoral commission further stated that it is committed to ensuring a credible and transparent election.
“We remain committed to upholding the integrity of the electoral process and assuring all Ugandans of fair elections,” they stated in the issued statement.
